CC Regular Session 4. 15. <br />Meeting Date: 06/25/2013 <br />Submitted For: Patrick Brama By: Patrick Brama, Administrative Services <br />Information <br />Title: <br />Adopt Resolution #13-06-112 Declaring the City of Ramsey's Participation in the State Council on Local Results <br />and Innovation -- Performance Measurement Program <br />Background: <br />Purpose of Case: <br />Adopt a resolution declaring the City's participation in the State Council on Local Results and Innovation <br />Performance Measurement Program. <br />NOTE: the City participated in this annual program in 2011. <br />Background: <br />In 2010, the State legislature created the Council on Local Results and Innovation. In 2011, the Innovation <br />Council developed and released a standard of performance measurements for Cities and Counties; with the goal of <br />aiding residents, taxpayers, and state and local elected officials in determining the efficacy of Counties and Cities in <br />providing services, and measure residents' opinions of those services. <br />Cities that elect to participate in the standard measures program must officially adopt [by resolution] and implement <br />a minimum of TEN standard performance measures. Participating entities must report their results to the State <br />Auditor and make them available to all interested parties by publishing them on the Auditor's web site [by July 1 <br />annually]. Lastly, results must be provided to local residents through publication, direct mailing, posting on a web <br />site or through a public hearing [by December 31 annually] <br />Cities benefit from participating from the standard measures program by receiving a reimbursement from the State <br />in the amount of 14 cents per capita ($3,290 Ramsey). More importantly, Cities benefit by developing an annual <br />performance measurement baseline; which can be utilized by elected officials and tax payers to make educated <br />decisions. Lastly, Cities have the ability to view other organizations' program results; which provides the City with <br />comparable* performance measurement data. *NOTE: All answers are not apples -to -apples. <br />Attached to this case is the resolution required for adoption to participate in the Council on Local Results and <br />Innovation Performance Measurement Program; and, 2012 results for the City of Ramsey. This program is <br />consistent with the accountability metrics approved by the Council as part of the most recent strategic planning <br />effort. <br />NOTE: Staff will bring a case back to the City Council to discuss nine performance measurements not included in <br />the attached report. Said measurements require public input. Therefore, discussion needs to occur at the Council <br />level regarding the desired method of survey and what questions should be included. With that said, Ramsey is not <br />obligated to conduct a public survey for participating in the State Innovation Council Program.
