CC Regular Session <br />Meeting Date: 06/25/2013 <br />By: Jo Thieling, Administrative Services <br />7. 2. <br />Information <br />Title: <br />Consider Approval of Special Events Permit for JR's Outpost, 6141 Highway 10 NW <br />Background: <br />Jim DuCharme, owner of The Templer Group inc. dba JR's Outpost, located at 6141 Highway 10 NW, has <br />requested a special events permit to host a tent party on Saturday evening, August 10, 2013. The party is to <br />celebrate/commemorate 10 years in business. The request is for a one -day permit - with the party beginning at 5:00 <br />p.m. - live music from 7:45 p.m. to 11:45 p.m. Allowing the music to go to 11:45 would have to be granted by <br />Council. The City Code states amplified music is allowed until 10:00 p.m. However, at "commercial type" <br />parties - meaning a business versus a residence - Council has allowed the band(s) to play until midnight - requiring <br />the volume to be turned lower at 11:00 p.m. <br />Mr. DuCharme more than met the 30 day requirement for review of his permit application. Police Chief Way and <br />Fire Chief Kapler have both reviewed the permit information as well as visited the site and found no cause for <br />concern. <br />Mr. DuCharme is anticipating 400 to 500 guests. He will be hiring two Ramsey police officers, as per Chief Way, <br />from 7:15 p.m. to 12;15 a.m. at a rate of $76 per hour, per officer. <br />Food will be supplied by The Outpost as well as possibly a barbecue by the Ramsey Lions from 6:00 p.m. to 11:00 <br />P.m. <br />Only the front of The Outpost will be blocked off by the tent - taking up 18parking spaces. As per review by Chief <br />Way and Chief Kapler, ample parking spaces are being provided as well as good emergency access. <br />Mr. DuCharme will be filling out a tent permit and an inspection will be done by the Fire Department prior to the <br />event. The Fire Department has noted that with the size tent being erected, a minimum of three exits will be <br />required. This has been communicated to Mr. DuCharme. <br />Notification: <br />Observations/Alternatives: <br />Staff has reviewed the permit application as well as completed a site visits. There were no concerns noted by either <br />Chief Way or Chief Kapler. Chief Way also does not see a problem nor have a real concern with allowing the band <br />to play until 11:45. <br />Recommendation: <br />Staff is recommending Council approve the Special Events Permit for JR's Outpost and to also approve allowing <br />the band to play until 11:45 as has been allowed for other tent parties/special events permits approved in the past. <br />Funding Source: <br />N/A <br />Council Action: <br />
