RESPONSIBLE GOVERNMENT UNIT <br />Minnesota Department of Commerce <br />Division of Energy Resources <br />85 7th Place East, Suite 500 <br />St. Paul, Minnesota 55101-2198 <br />PROJECT OWNERS <br />Great River Energy <br />12300 Elm Creek Boulevard <br />Maple Grove, MN 55369-4718 <br />Co -owners: <br />Anoka Municipal Utility <br />Minnesota Municipal Power Agency <br />Northern States Power Company <br />Abstract <br />Matt Langan <br />State Permit Manager <br />(651) 296-2096 <br />Matthew.langan@state.mn.us <br />Mark Strohfus <br />Environmental Project Lead <br />763-445-5210 <br />Pursuant to the provisions of Minnesota Statutes, chapter 216E, Great River Energy <br />(Applicant) filed a high -voltage transmission line route permit application with the <br />Minnesota Public Utilities Commission (Commission) on October 4, 2011, for a <br />proposed 115 kilovolt (kV) transmission line and modifications to two existing <br />substations (Project). <br />The proposed Project is for the construction of approximately 5.8 miles of new, overhead <br />115 kV transmission line between Xcel Energy's existing Crooked Lake Substation in <br />Coon Rapids, Minn., and Anoka Municipal Utility's existing Enterprise Park Substation <br />in Anoka, Minn., in Anoka County. The project will remove, rebuild, and attach Anoka <br />Municipal Utility's existing overhead 12.5 kV distribution lines to the new 115 kV <br />transmission line where the new line overtakes the existing distribution lines. The project <br />would also include modifications to the Crooked Lake and Enterprise Park substations. <br />Minnesota Department of Commerce Energy Facilities Permitting (EFP) is tasked with <br />conducting environmental review of the applications for transmission line route permits. <br />The intent of this environmental assessment document and the environmental review <br />process is to inform the public, the Applicant, and decision -makers of the potential <br />impacts from the proposed Project and possible mitigations for those impacts. <br />Persons interested in these matters can register their names on the project contact list by <br />contacting Matthew Langan, Energy Facility Permitting, 85 7th Place East, Suite 500, St. <br />Paul, Minnesota, 55101, phone: (651)-296-2096, email: matthew.lanuan@state.mn.us. <br />Documents related to this Project can be found by going to: <br />httns://www.edockets.state.mn.us/EFilina/search.isn and entering "11" for Year and <br />"915" for Number, under search criteria. <br />
