Enterprise Park to Crooked Lake 115 kV Transmission Line March 2012 <br />Environmental Assessment <br />Zoning designations and land uses near the transmission lines are not expected to change <br />as a result of the construction and operation of the Project. Temporary and permanent <br />impacts would be limited to the area where poles are placed and to the construction areas. <br />5.3.5. Recreation <br />The Proposed Route traverses two public sites. Rudy Johnson Park is south of and <br />adjacent to U.S. Highway 10 between 6th and 7th Avenue. River Bend Park is located <br />along Bunker Lake Road (County Road 116) in the city of Ramsey. <br />Rudy Johnson Park is a recreational park with an ice skating rink in the winter and a <br />baseball field in the summer. A few trees are scattered mostly along the western side of <br />the park. <br />Anoka High School has recreational fields along the proposed route at 7th Avenue in the <br />city of Anoka. <br />The proposed transmission line Route traverses River Bend Park. River Bend Park <br />includes a baseball field, tennis courts, a playground and picnic areas. <br />Mitigation - Recreation <br />The transmission line will cross through Rudy Johnson Park. The Applicant believes the <br />best alignment for the transmission line through the park will be to place the transmission <br />line as close as possible to the U.S. Highway 10 easement, which will minimize impacts <br />to the park. <br />Potential impacts to the Anoka High School athletic fields can be reduced by placing the <br />transmission line ROW as close to 7th Avenue as allowable, and by placing transmission <br />poles even with the soccer end lines. This would require two 360-foot spans between <br />three poles. <br />The transmission line will cross through River Bend Park. Park staff has suggested the <br />transmission line will have fewer impacts if it were to follow along the north side of <br />County Road 116. The Applicant has stated it will continue to work with the city of <br />Ramsey to minimize and mitigate impacts in the park. <br />5.3.6. Transportation <br />Approximately 4.2 miles of the 5.8-mile Proposed Route would parallel public road and <br />railroad rights -of -way (approximately 0.65 miles adjacent to Trunk Highway 10, 2.7 <br />miles along Anoka County Roads 7,14 and 116, 0.35 miles adjacent to the BNSF <br />railroad; and 0.54 miles along Anoka city streets). This parallel alignment adjacent to <br />public road and railroad rights -of -way represents approximately 72 percent of the total <br />Route length of 5.8 miles. A portion of the Project ROW could overlap existing roadway <br />ROW. <br />The BNSF railroad ROW in the project area is 125 feet in width. The communities <br />within the Project area have developed around this railroad alignment, leaving minimal <br />space between the railroad ROW and local businesses, industrial buildings, and <br />57 <br />
