AGENDA <br /> <br />ROAD & BRIDGE COMMITTEE MEETING <br /> <br />Date/Time: <br /> <br />3:30 P.M., Friday, February 3, 1989 <br /> <br />Location: <br /> <br />city Hall <br /> <br />By: <br /> <br />Pete Raatikka <br /> <br />Business: <br /> <br />CASE #1: MSAS Route Changes/Additions <br /> <br />BACKGROUND: <br /> <br /> I have completed the Annual Certification of Mileage and <br />with the new construction last year, the City is eligible for an <br />additional 1.34 miles of MSAS mileage. <br /> <br /> There are several items pending which could/will effect the <br />alignment of existing routes. The proposed railroad crossing <br />west of the weigh station and the closing of Puma Street railroad <br />crossing as a public crossing will require realignment of several <br />MSAS routes. If the airport is upgraded, the route connecting to <br />Co. Rd. 116 will have to be changed. The City is also waiting on <br />a response from Anoka on the designation of McKinley Street <br />between Thurston Avenue and the Ramsey boundary as a MSA street° <br />If Anoka designates a MSA Street, Ramsey could designate a MSA <br />street north of the railroad tracks through the industrial area <br />of the City. <br /> <br /> I would recommend that the revisions to the MSAS system in <br />the industrial area and around the airport be put on hold until <br />the future status of the airport is knSwn and a response from the <br />City of Anoka is received. <br /> <br /> Two possible changes to the MSAS system which would add <br />mileage are a frontage road south of T.H. No. 10 between Ramsey <br />Blvd and Armstrong Blvd. or a realignment of Route 104 and <br />extending it to 153rd Avenue N.W. If Route 104 is realigned, the <br />Puma railroad crossing should be deleted and this change would <br />only result in a net increase of 0.21 miles to the MSAS system. <br /> <br /> The extension of the frontage road between Ramsey Blvd and <br />Armstrong Blvd would result in an increase of 1.18 miles to the <br />MSAS system. <br /> <br /> Based on this years apportionment, the average mile on <br />Ramsey's MSAS system received $14,143 in MSAS funds. Therefore, <br />I would recommend the addition of the frontage road south of T.H. <br />No. 10 since it would bring the City MSAS mileage to within 0.16 <br />miles of the maximum allowed. <br /> <br /> <br />
