153rd Avenue between C.S.A.H. 5 and S.T.H. No. 47 is <br />eligible for MSA funding if it is completed this year. MSA <br />streets are eligible for a one time sealcoating if it is <br />completed within five years of the final surfacing. The other <br />sections of 153rd have been sealcoated and would have to be <br />financed by City funds. To minimize the cost, City could use <br />aggregate saved from previous projects. All of the other <br />proposed seal costing projects will be on streets over 6 years <br />old and would be financed by special assessments. <br /> <br />ACTION: <br /> <br />Recommend to the City Council that they order feasibilities on <br />the projects. <br /> <br />CASE #4: Street Maintenance Program <br /> <br />BACKGROUND: <br /> <br /> In addition to the proposed sealcoating projects, Mr. <br />Mevissen and myself reviewed areas that had been sealcoated eight <br />years ago. Two of the areas will need major improvements prior <br />to additional sealcoating. Hall's Doves Acres is one area and <br />Woodland Green is the other. The streets in Hall's Dover Acres <br />are only 20 feet in width and should be widened and overlayed. <br />The streets in Woodland Green have numerous cracks and should be <br />overlayed. Both areas are approximately 15 years old which was <br />the expected life of the streets. <br /> <br /> I recently attended the. annual City Engineer's conference <br />and one session was on pavement management. They recommended <br />that it is most cost effective to-maintain or repair streets <br />before they are completely destroyed by traffic and weather. <br /> <br /> The main problem on overlaying or reconstructing streets is <br />the financing. Ramsey ordinance states that overlays and <br />sealcoating are to be assessed 100%. However, the charter allows <br />residents to petition against a project. Therefore, the majority <br />must be in favor of the project. In most of the cities surveyed, <br />overlays were paid by the city with only two cities assessing 25 <br />to 30 percent of the cost. <br /> <br /> Several of the cities stated that they used part of the <br />infrastructure tax levy to fund street maintenance programs. <br />cities can levy up to 2 mills for infrastructure improvements <br />outside of the levy limits. <br /> <br />ACTION: <br /> <br />Action should be based on discussions by they road and bridge <br />committee. <br /> <br /> <br />
