The revised plan shows the road being <br />placed under the proposed Anoka County Highway 116 bridge. I have <br />several concerns with respect to the revised plan as follows: <br /> <br />1) <br /> <br />2) <br /> <br />The road would not meet the required 75-foot setback from <br />the Rum River. This would cause obvious yisual impacts to <br />the river as there is no feasible means of providing <br />screening. I see this as a basic conflict with the intent <br />of the Scenic River protection of the Rum River. The City <br />would, in effect, have to grant itself a variance and the <br />hardship to create a road vs. a path is questionable in my <br />opinion. <br /> <br />Additional fill within the bridge opening may adversely <br />affect flood flows and bridge hydraulics. A detailed <br />encroachment analysis of the impacts during the lO0-year <br />flood would be required to determine the effects. <br /> <br />If the road could be reduced in size to a pedestrian trail <br />with little to no excavation/fill under the bridge, I <br />would have fewer objections. <br /> <br />4) <br /> <br />A Department of Natural Resources permit will be required <br />for any excavation, fill, or structures placed under the <br />bridge (forms are enclosed). '. <br /> <br />5) <br /> <br />The "future pedestrian bridge" identified on the plan <br />would require a DNR permit also. I would prefer no other <br />access to the peninsula as it will increase traffic in the <br />"natural" portion of the park and further disrupt the <br />natural characteristics of the oxbow. <br /> <br />AN EQUAL OPPORTUNITY EMPLOYER <br /> <br /> <br />
