it becomes mandatory, then the OLEO option is still viable and the question of nutrient testing as well as for
residues and toxic metals needs to be addressed.

5. Projected landfill abatement results of the first ),ear of the project

The results for the recent 5 day pilot brush chipping project, 40 residents brush piles were abated on thc average of
one hour each and 2.5 dump track loads of chips were generated each day. Then were 20 cubic yard capacity loads,
so that would mean a large volume of brush was reduced to 200 cubic yards of chips. It is problematic whether or
not this would have gone into the municipal waste stream: this special waste is difficult to handle and many
residents do not transport it themselves off-site or into municipal waste su'eam.

In addition, the increased ability to handle this fraction will:
1. Increase correct and timely disease control practices,
2. Abate the number of P.C.A. open burning permit applications,
3. Reduce the hazard of accidental £n'e and decrease the number of fire calls to permitted recreational fir
(which makes for a higher municipal cost),
Use chipping program to promote neighborhood solutions for organic fraction recycling,
Use the citizen participation to develop Adult Education material to implement organic fraction recycling.

The pilot project shows there are 3 days of organizing (administration, outreach and scheduling) for each day of
chipping. It is anticipated that the efficiency will increase through the clustering of participants on a neighborhood
basis. Outreazh and technical recommendations in the construction of the piles and the correct practices (pruning
practices or disease control me~ures) is expected to take up considerable time, and a six to ten minute video is
budgeted for traveling education. Also, the pilot project has shown that as he volume of brush increases (because of
the backlog o£ brush), administrative hours also increase as a function of volume of brush to be chipped.

One of the first activities for newcomers is to plant u'ces. Most of of Ramsey residents have l0 or more trees on
their lot. iX{any Ramsey residents have more than 6 trees larger than 10" diameter at breast height. Thirty-three
percent of Ramsey land area is undeveloped and more than 50% of this are. a has significant tree cover either in native
occurring woods, pine plantations and wind breaks or low lying species (poplar, etc.) The Rum and Mississippi
River corridors tend to have a high level of settlement and also have a valuable population of shade trees. These
elms are especially vulnerable to Dutch Elm Disease. The number of participants also is party promulgated on the
drought impact to the pan of Ramsey which has significant pine plantations on or adjacent to the residence.
Therefore, the projection seems plausible that the applications for participation will double for each of the first 4 to
6 months of the program. Partly, this is a function of a backlog, but also it will be an indication of the success
the outreach and the successful design of the program to mee', the residents needs for chipping the most difficult part
of the woody waste stream.

Materials to be abated:
Brush (and prunings).
Diseased brush from dis:se control program
Yard waste through on-site composfing
PCA Open Burning Permits, airborne particulates
Decrease the use of recre, ational f~ permits for abatement of wood)' waste

b. Which types of solid waste generators wil! directly benefit from the project?

Primm-ily hom~wners, but in the second >'em- industrial owners of wooded lots can be entered into the program for
disease control and maintenance practices of the trees on their lots. Most homeowners in the City of Ramscy h:~vc
trees or are planting trees and therefore will want to parti:ipate as either gene,"'au)rs or receivers of the chips.
