NORTHERN MAYORS ASSOCIATION
C~ganized '1985

April 9, 1989

Representative William sChreiber
Majority Leader
267 State Office Building
St. Paul Minnesota 55155

Dear Re er:

Tax Increment Financing is the key to sound Economic
Development of the communities that make up the Northern Mayors
Association (NMA). That is why the NF~ made the retention of
the current TIF law one of its top priority legislative issues.
The communities of NMA are absolutely committed to carry out
the legislative intent when utilizing TIF as an economic
development or redevelopment tool. The loss of this tool would
work a definite hardship on our communities.

It has come to our attention that you have co-authored a bill
on the subject of "tax increment financing." Our preliminary
review of these bills (HF 1335 & 1341) is not favorable.

We respectfully request that these bills be .laid over for
interim committee review. This would allow the subject to be
dealt with on a basis where all of the implications of the
subject could be addressed without the pressure of the final
days of the session impacting the decision.

Representative Schreiber, the Northern Mayors Association and
its member cities want to work with you on our entire
legislative agenda. We look to you for leadership and
assistance on critical issues that affect our communities.

Please listen to our plea on the subject of TIF. Let us tell
you our story in a way that is pressure free and conducive to
productive resolution, rather than fear and reactive response.

Thank you for considering our request.

s' ~rau~Kremer
ident

8525 Edinbrook Crossing, Suite 5, Brooklyn Park, MN 55443 (612) 493-5115
FAX (612) 424-1174
