Transportation System - Roads

The city is serviced with two major highways which se~e as the
Dackbone of the City's transportation-system. As shown on Figure 10,
State Highway 47 is situated on the eastern side of the Community and
runs north and south. U.S. Highway 10 and 169, a four lane highway,
traverses the southern edge of the City running generally east-west.
County Reads 5, 57, 56 and $3 serve as major north-south collectors
through the City. Major east-west collectors are County roads 7, 83
and 116.

The City historically has required ro~d rigbt-of-way dedication and
rsad c~nstructicn as plats were approved to develop the local street
system. In recent years, however, the City has also taken a more
active role in development of its transportation system. As examples,
in an effort to control access and provide orderly development on the
south side of Highway 10, the City extended Sunfish Lake Blvd and
Front Street in 1988. Dysprosium Street was extended to Co. Rd. 5 and
links with City of AnokaJs Thurston Avenue which extends to Highway 10
with an overpass over the Burlington Railroad tracks. The City has
also deeded right of way to Anoka County for the extension of CSAH 116
across the Rum River. This road will serve as a much needed link with
the City of Anoka providing alternative routes which avoid at grade
crossings with the railroad tracks.

Figure !0 illustrates the major elements of the City's transportation
plan. As shown, the major emphasis will be in strengthening the east-
west collector system within the City and providing frontage roads
along Highway !0. Much of the proposed collector system will be
eligible for and constructed as part of the MSA Municipal State Aid
(MSA) system.

The major transportation bottleneck occurs outside of the City at the
!69 Bridge crossing in Anoka. Currently, the bridge is under
restricted load limits (max. tons) and needs to be replaced. A
definitive schedule has not yet been set for bridge replacement. Due
to the heavy volume cf traffic, at a minimum, a temporary bridge will
be constructed prior to removal of the existing structure.

The City of Ramsey has had preliminary discussions with MN/DOT
regarding construction of a new bridge at the location shown on Figure
!! rather than construction cf a temporary bridge structure. ~SN/DOT
has expressed interest in this proposal. As shown, a new bridge
crossing could serve as a major thoroughfare between the proposed 6i0
Highway and ~he northwestern part of the Metropolitan Region. The
City has also discussed the proposal with the City of Dayton which has
expressed interest in the propose!.

27
