Banv,'m~, Community Development Director <br /> <br />Background: <br /> <br />On October 4, 1988, City Council directed City Attorney Goodrich to prepare a moratorium <br />ordinance, the purpose of which is to place a six (6) month morator/um on the pein'fitting of, and <br />reviewing of burning bv incinerator within the City, pending development bv the City of <br />comprehensive regulations of solid waste, hazardous waste and hosp!tal waste on thls subject. On <br />O::ob?r 25, !988, thc Ci'.F Council referred thc proposed ordinancc to the Planning and Zoning <br />Commissi.3:'. fo: a public l,earing and recommendp~tion. On J:muary 3, 1989, the PhtnninT- and <br />Zoning Commission conducted a public rea.ring on thc proposed ordinanc~z.
