INTOXICATING LIQUOR FOR ON-SALE REQUIRED LICENSE 1. No person, except wholesalers or raanufacturers to the extent authorized under state license, shall directly or indirectly deal in, sell, or keep for sale any intoxicating liquor for "on sale" sale without firs~ having received a license to do so as provided in this section. "On sale" licenses shall be issued only to: a) hotels; b) restadrants; c) bowling centers; d) exclusive liquor stores; e) clubs or congressionally chartered veterans organizations provided 1hat the organization has been in existence for at least three years and liouor sales will only be to members and bona fide guests. Special on sale licenses for the sale of intoxicating liquor on Sunday shall be issued only to hotels and restaurants and clubs as defined in this chapter. All sales of liquor by such establishments shall be in accordance with M.S.A. 340A.504, subd. 3. Temporary on sale license. The City may issue a temporary on sale license to a club or charitable, religious, or other non-profit organization in existence for at least three years for the on sale of intoxicating liquor in connection with a social event within the City. Such a license shall be for a period not exceeding three consecutive days. The license may authorize on sale on premises other than premises the licensee owns or permanently occupies. The license may provide that the licensee may contract for intoxiating liquor catering services with the holder of a full-year on sale intoxicating liquor license issued by the City. The fee for said license shall be as established by City Council resolution, pursuant to City Code Section 130. Licenses issued under this section are subject to ali laws, City code, and ordinances governing the sale of intoxicating liquor except the insurance requirements of this chapter and those laws and ordinances which by their nature are not applicable. DEFINITIONS The foliowing terms have the meanings ascribed to them in this section, 1. Alcoholic beverage. ~Alcoholic beverage" is any beverage containin9 more than one-half of one percent alcohol by volume. 2. .Cd.cb. 'Club' is an incorporated organization organized under the laws of the state for civic, fraternal, social, or business I:'urposes, for intellectual improvement, or for the promotion of sports, or r~ congressionally chartered veterans' organization, which: a) has more than 50 members; b) has owned or rented a building or space in a building for more than one year that is suitable and adequate for the accommodation of its members; c) is directed by a board of directors, executive committee, or other similar body chosen by the members at a meeting held for that purpose. No member, officer, agent, or employee shall receive any profit from the distribution or sale of beverages to the members of the club, or their guests, beyond a reasonable salary or wages fixed and voted each year by the governing body. 3. City. "City" is the City of Ramsey, Anoka County, State of Minnesota. 4. City Council. "City Council" is the City Council of the City of Ramsey, Minnesota and is aiso referred to as "Council". 5. Exclusive liauor stere. "Exclusive liquor store" is sn establishment used exclusively for the sale of intoxicating liquor except for the incidental sale of ice, tobacco, nonintoxicating malt liquor, beverages for mixing with intoxicating liquor, soft drinks, cork extraction devices, and books a. nd videos on the use of alcoholic beverages in the preparation of food, ~nd the establishment may offer recorded or live entertainment.
