The codification of the City Code will be a high priority. <br /> <br />In addition to the City Code a policy manual will be prepared including statements, resolutions, <br />memos, and other communication which define policy. <br /> <br />Slaff lo/from Council communications will involve a review of enforcement plans with Council <br />prior to launching any specific enforcement campaigns. <br /> <br />City to/from other Governments communication will be improved by the Council receiving a <br />copy of the agendas from Anoka, Andover, Elk River, Dayton, and Burns Township. An effort, <br />will be made to have a joint meeting with representatives from the neighboring2 communities <br />annually. <br /> <br />Council & Staff lo/from Commissions communication wilt be improved by the required <br />attendance of the Commission Chairperson (or appointee) to one Council meeting per month. <br />The Council's agenda will be organized in such a way that a commission's business will be <br />handled consislently al only one of the Council's meetings per month. <br /> <br />Council & Staff to/from Public communications will be improved by efforts to improve the <br />readership of the Ramsey Resident with oxpanded content, readership campaigns, and a citizen <br />recognition program. An extra effort will be made to report on the positive character of <br />decisions and actions of the City. <br /> <br />The City Council clearly defined its expectations (policy), and its decisions <br />were consistent with its published policy. <br /> <br />The Staff and Council regularly (monthly) shall schedule time to develop public policy and the <br />City Council will support the recommendations of its staff and commissions when the <br />recommendation is generally consistent with the Council's published policy (i.e., Resolutions <br />stating policy or Ordinances). <br /> <br /> <br />
