CASE # 10

REDISTRICTING OF PRECINCTS/
POLLING PLACES
By: Mark Banwart, Community Development Director

Background:

At the November 16, 1988 Council meeting Mayor Reimann stated that he heard comp;aints of
long voting lines at Precincts 1 and 3 and directed the Community Development Director to
research population numbers in all the precincts to determine whether the boundaries need
adjusting or polling places need ~o be expanded.

Observations:

According to State Statute, cities cannot make changes in precinct boundaries between January
1, 1987 and January 1, 1992, except that a City may establish new precincts if they lie
entirely within the outer boundaries of the old precinct. The names of the new precincts must
include the name of the former precinct.

In discussions with election officials, there was a stated need to acquire 20 additional voting
booths, 25 votomatic machines, and two demo machines. Discussion also included the possible
modifications to precinct lines and identification of additional polling places.

Recommendation:

S,~f, recommends that Precinct 3 be divided into Precincts 3A and 3B using the existing Elk
River School DistricVAnoka-Hennepin School District boundary. Precinct 3A would use the
new Central Park Park Center and Precinct 3B would use the St. Anthony Gun Club.

Precinct 2 would remain unchanged.

Precinct 1 would be changed to Precincts lA and IB. The dividing line would be Sunfish Lake
Blvd. N.W. (Count), Road No. 57). Precinct lB would continue to use Ramsey Elementary School
while Precinct lA would use the Senior Citizen area in the lower level of the Ramsey Municipal
Center.

Council action will be based on your discussion.

Review Checklist:

cily Acministr&tcr
City At~,orney
City Engineer
Community Development Director

Chief cf Police
Finance Officer
Public Works Superintendent
Arlene Stafford
