CASE <br /> <br /> MISSISSIPPI TRAIL CORRIDOR UPDATE <br />By: Mark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />During the platting process for Bulow's Addition and River~,iew Estates Addition, numerous <br />events have occurred dealing with dedication for a trail corridor which will run along the <br />Mississippi River throughout the breadth of the City of Ramsey. Metropolitan Council has review <br />authority and regional planning responsibilities and has indicated that there should be a regional <br />trail corridor which runs parallel to the Mississippi River. Anoka Counv Pa-ks Department would <br />be the eventual owners and provide the maintenance of the trail. The Environmental Quali~, Board <br />has an interest in development in the Critical Rivers Corridor, until which time, the City of <br />Ramsev's Critical River Corridor Overlay Ordinance is approved by all other agencies. The United <br />States ~)epanment of the Interior National Park Service has been directed by ConFess to establish <br />a National Park along the Mississippi River (including Ramsey). Last but most importantly, the <br />City of Ramsey is ensuing a program of establishing a well defzned parks and trail system. <br /> <br />In addition, Ramsey is seeking Metropolitan Council approval to extend its Municipal Urban <br />Service Arem (MUSA) boundaries and eliminating the 1 in 10 acre housing density requirement. <br /> <br />During the month of December, the City received responses from Anoka County Parks <br />Department, Metropolitan Council, and EQB recommending denial of final plat approval for <br />Bulow's Addition and Riverview Estates Addition, until which time, the City uses a 30 foot trail <br />corridor standard. <br /> <br />Ciu, Council requested and receix, ed a map from staff detailing the corridor area (parcel by parcel). <br />On January 10, 1989, the Council directed a number of changes to the corridor map and directed <br />staff to contact the x'arious concerned agencies and solicit a change in their position pursuant to the <br />proposed trail corridor map. On January 18, 1989, stiff meet with Merropoiitan Council, EQB, <br />Anoka Count, Department of Parks and Recreation, and the developers of Riven, iow Estates and <br />Bulow's Addition and presented the proposed Mississippi River Trail Corr/dor map. The results <br />of this meeting is that there is a consensus from the various agencies as to the inte~hy and layout <br />of the proposed Mississippi River Trail Co,'?idor. Furthermore the agencies consensus is that ~rest <br />of the Mississippi West County Park, the ~'ail would assume a 75 foot wide corridor up to the <br />point it merges into Highway 10 fight-of-way (50 foot wide corridor width) then resuming the 75 <br />foot wide trail co~dor West of the Wayside Park. East of the Mdssissippi West County Park, the <br />trail would be a single tread corridor 35 feet in width (consistent with Ramsey Park and Recreation <br />Commission recommendations of JanuaD, 12, 1989). The trail would then proceed to a reswicted <br />area 17 feet, again widening through currently undevelow..zl ~acts to 20 feet wide (as reco.'r~mended <br />by City Council), to be again resn'icted to 17 feet and then proceeding to the City of Anoka <br />bounda~'.
