CASE <br /> <br />By: <br /> <br /> BILLIARD AND AMUSEMENT <br /> CENTER LICENSES <br />Mike Auspos, Chief of Police <br /> <br />BACKGROUND: <br /> <br />The original license application for Cue Time had listed a closing time <br />of 3:0Cam and ~he ~icense was granted for :hat Time. When it was renew.- <br />ed in December of 1988 the discrepancy between closing times for Cue Time <br />and the other two licensed establishments, The Place and Chip's on <br />those times being l:OOam, was noticed and Cue Times 1989 license was issued <br />with a l:OOam closing time. The Cheslers, owners of Cue Time, want to <br />have the closing hours reviewed and, it is my understanding, they want <br />to be allowed a later closing hour. Attached to this case are copies of <br />the ordinances regulating BILLIARD and AMUSEMENT ~EI~TERS. You will note <br />that the BILLIARD ordinance does not require nor does it refer to any <br />showing of hours of operation. The AMUSEMENT CENTERS ordinance does spe- <br />cifica]ly inc]ude hours of operation in the items required in the appli- <br />cation form. <br /> <br />RECOMMENDATION: <br /> <br />Dealing specifically with Cue Time's request for a reviewa] or change in <br />closing hours, I will first co,~ent that this establishment is by far a <br />BILLIARD establishment, having only three or four video type of games. <br />Our records show only one call for police services to Cue Time since it <br />opened and our officers have not seen any signs of it being a 'fhang-out~ <br />for unruly or noisy types as of this date. No alcoholic beverages are <br />allowed in the place and it is not licensed for any type of alcohol con- <br />sumption nor are there any licensed establishments for liquor in the area. <br />With the current management and since the emphasis is nearly exclusively <br />BILLIARDS as opposed being an AMUSEMENT CENTER I have no opposition to <br />allowing closing hours of 3:OOam. <br />Staff has scheduled Ma_r__cb4~ 1989 for a reviewal with the council <br /> on <br />broader issue dealing' ' 'with amending and updating ordinances relatin9 so <br />BILLIARDS and AMUSE}~ENT CENTERS and at this time the question of ctosin9 <br />hours will be addressed for these types of licenses.
