The Department's position on the preservation of the peninsula <br /> in a natural open space character. That position was agreed <br /> upon by the City Council during review and approval of the Rum <br /> River Terrace Apartments site plan where the open space was <br /> traded for additional density. <br /> <br />2. The development of trails should comply with the required <br /> 75-foot setback from the Rum River. <br /> <br />3. Vegetation should be preserved and enhanced where necessary <br /> along the river bank and the bank of the Oxbow. Continuous <br /> tree canopy along the bank should be maintained or established <br /> as appropriate. %%ere plantings are necessary to accomplish <br /> this, nursery stock of native species will suifice. <br /> <br />4. Access to the peninsula from the existing parking area should <br /> be restricted to a minimal driveway and parking area to serve <br /> as handicapped access only. The parking area should provide as <br /> few parking stalls as possible. The majority of park users <br /> should be required to utilize foot paths to access the area. <br /> We discussed some means of controlling access by use of a <br /> license, pass, or attendant which s~ould be incorporated into <br /> the park's plan. <br /> <br />5. Since a public canoe launch exists only a few hundred feet <br /> do~stream in the City of Anoka, and because of the possible <br /> conflicts with use of an access by i~ner-tube users, we prefer <br /> that no canoe access be constructed. <br /> <br /> <br />
