COUNTY OF ANOKA <br /> Offict of the County Board of Commissioners <br /> <br />COURTHOUSE ANOKA, MINNESOTA 55303 612-421-4760 <br /> RECE!Vrr <br /> JAN 3 <br /> Januar'y 26, 1989 <br /> <br />MEMO TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Mayors, City Managers and Clerks, School Board Chairs, and <br />School Superintendents in Anoka County <br /> <br />Jay McLinden, County Administrator <br /> <br />Truth in Taxation <br /> <br />Under the current 'q'ruth in Taxation" law, passed by the 1988 Legislature, a public hearing is <br />required to adopt a final budget and property tax levy. The law indicates that the School Board <br />and County Board cannot schedule their initial budget hearings on the same days that such <br />a public hearing is scheduled for a city. The County Auditor has until September 15 to notify <br />each taxpayer of his or her proposed property taxes, and on or before September 15 we must <br />all advertise a notice of intent to adopt a budget and property tax levy at a public hearing at <br />least two days and not more than five days aher the newspaper notice appears. If we plan on <br />advertising on September 15, 1989, the three days eligible for the public hearing are Monday, <br />Tuesday, and Wednesday, September 18, 19, and 20, 1989. <br /> <br />Because of such obvious scheduling difficulties, the County is seeking the cooperation of local <br />municipalities to not schedule their initial public hearings on the budget on the day the County <br />intends to conduct its hearing, which is Wednesday, September 20, 1989. Any regular city <br />council meeting could be held on that Wednesday, but the County is requesting that the <br />municipalities' initial budget hearings be held on a different day so that the County can comply <br />with the law, <br /> <br />Better yet, we could all work and plan together to schedule these budget hearings. The <br />County's recommendation is that all school districts hold their initial budget hearing on Monday, <br />all cities on Tuesday, and the County on Wednesday: <br /> <br />School Districts Monday <br />Cities Tuesday <br />County Wednesday <br /> <br />This would enable taxpayers in each jurisdiction to attend each of their hearings. <br /> <br />If there is no objection to this Monday/Tuesday/Wednesday plan, let us assume that this is the <br />way it will work in Anoka County. Regardiess, the County is asking you not to schedule your <br /> <br />Affirmative Action / Eclual Opportunity Employer <br /> <br /> <br />
