Planning and Zoning Commission minutes dated February 7, 1989 <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />In the process of gathering the additional information requested by the Commission, it has become evident that there <br />are numerous properties that are not in compliance with City Code relating to acreage requirements for the keeping <br />of horses. <br /> <br />The Planning and Zoning Commission met on March 7, 1989 and moved to forward Rhonda Williams' request for a <br />conditional use permit to the City Council without benefit of a recommendation from the Planning Commission. <br />The Planning and Zoning Commission action on March 7th was based on their feeling that the City Ordinance <br />relating to the keeping of horses that currently exists does not realistically reflect what it requires to properly care for <br />horses and is not being aggressively enforced by the City. In addition, the Planning and Zoning Commission has <br />attempted to draft what they feel is a more realistic horse ordinance, but have been unable to gain concurrence or any <br />constructive input into gaining concurrence from City Council. <br /> <br />Recommendations: ' <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt findings of fact # relating to Rhonda Williams and Philip Swiggum's request for a <br />conditional use permit to maintain a horse hobby farm. <br /> <br />Motion to: <br />Approve/deny Ms. Rhonda Williams and Philip Swiggum's request for a conditional use permit. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City AUorney <br />Community Development Technician <br />Community Development Director <br /> <br /> Chief of Police <br /> Finance Officer <br />~ Planning Assistant ~X <br />~X Building Official ~ <br /> <br /> <br />
