// CASE # 1 <br /> <br /> REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A <br /> WASTE TIRE PROCESSING/MANUFACTURING FACILITY <br /> ON INDUSTRIALLY ZONED PROPERTY; <br /> CASE OF WASTE MANAGEMENT OF MINNESOTA, INC. <br /> By: Merland Otto and Sylvia Frolik <br /> <br />Background: <br /> <br />Waste Management of Minnesota, Inc. has purchased a portable tire shredder which they are <br />intending to use at the Anoka Regional Sanitary Landfill for the processing of tires. It is the <br />position of Mr. Miller of Waste Management of Minnesota, Inc., that waste tire recycling is really a <br />manufacturing operation which is a permitted use in the I-1 Industrial zone. Mr. Hartley and Mr. <br />Goodrich have reviewed the matter and agree that the City Code does not permit waste tire <br />recycling facilities in industrially zoned areas of Ramsey, nor does the existing conditional use <br />permit held by WMMI. On February 22, 1989, WMMI did apply for a conditional use permit. <br /> <br />The tire processing facility is proposed to be located east of the active filling operations at the <br />Anoka Regional Sanitary Landfill. The waste tires are proposed to be stored on the ground <br />adjacent to the shredder; no more than 70,000 tires will be stored on-site at any time. The facility <br />would be open to the public as well as commercial haulers. The tire shredder has a capacity to <br />shred 1,200 car tires or 300 truck tires per hour. The tire chips (2"x2") would be temporarily <br />stored or directly loaded into 20-ton capacity trucks. It is estimated that three 20-ton truckloads per <br />day will transport the shredded materials from the site. It is also noted that the shredder is portable <br />and will be transported to various fire dump sites in the State to shred tire stock piles; it is estimated <br />that the shredder will be in operation at the Anoka Sna.itary Landfill one week out of ever), 6. <br /> <br />A permit application for operation of the proposed waste tire processing facility has also been <br />submitted to the Anoka County Environmental Health Department and MPCA. MPCA has <br />approved the application on a provisional status. The provisional status does not release WS.flViI <br />from any liability, penalty or duty imposed by State, Federal or local ordinances.
