ii)

Describe the security control measures:

The landfill site which includes the tire processing
facility is completely fenced with a locking gate. The
gate is open only during operating hours. The scale at the
entrance to the tire processing facility is continually
monitored during operating hours.Security cameras at the
landfill office continuously monitor all traffic travelling
on the site entrance road. All major equipment on site are
equipped with two way radios allowing communication with
the landfill office at all times. A two way radio will be
located at the tire processing facility as well.

In addition the tire processing area will also be
completely fenced with a locking gate. These measures will
eliminate unauthorized tire dumping and discourage would-be
vandals.

Describe the relationship of the facility to the applicable
county solid waste management plan, and the area to be
served by the facility:

The proposed tire processing facility will serve the Twin
cities and surrounding areas.

The facility is consistent with the Anoka County Solid
Waste Management Plan. The proposed facility has adequate
capacity to process all waste tires generated in the
County. Applicable portions of the plan are included in
Attachment No. 2.

What is the expected operating life of the facility, and
how was this number calculated?

Providing a viable market for the tire derived product
continues to be available, the proposed processing facility
will continue to operate for an indefinite period of time.

88W5-15 ~
