though streets were planned at the whim of developers; they all end in cul-de-sacs or dead <br />ends; thc City should be planning for through streets. <br /> <br />Mr. Berg stated that consideration was given to extending a street north through Wildwood <br />but there didn't appear to be a good reason for extending a road to a flood plain. <br /> <br />Mr. Banwart confh'med that it is not economical to extend a road to parcel that is in the <br />flood plain and contains only about 4-5 acres of developable land. Mr. Banwart also noted <br />that Ramsey is working on a transportation plan which address through streets. <br /> <br />Mr. Enstrom - Inquired if the transportation plan will address his property or will it remain <br />landlocked. <br /> <br />Mr. Banwart replied that extension of streets depends on the number of benefitting parties <br />and who will pay for the improvement. <br /> <br />Jim Wendt - <br />Heights and <br />subdivisions. <br /> <br />Noted that there was also problems in obtaining access to serve Autumn <br />confirmed that there is a need to plan for through, streets connecting <br /> <br />Mr. Enstrom - Stated that if the City would develop plans indicating subdivisions being <br />connected by through streets, residents would not be surprised when their cul-de-sac is <br />converted to the through street. <br /> <br />Commissioner LaDue stated that it is the City policy that all streets are planned as through <br />streets; all of the cul-de-sacs in the City are temporary. As each piece of property develops, <br />the City requires that streets are extended up to the next pamel to accommodate connection <br />to the next subdivision when it develops. This policy only gives the appearance of <br />unplanned su-eets because development of subdivisions takes place over a period of many <br />years; the eventual plan is for ail streets to be through streets. <br /> <br />Larry Thole - 17440 Gibbon - Stated that he is opposed to Wildwood Acres because of it's <br />impact on an already poor drainage situation. Wildwood Acres would drain into Ditch #27 <br />and that ditch has had problems the last two years and cannot handle any additional runoff. <br />The ditch is functioning so poorly that the Count3, held hearings on it; what will the <br />overflow from the ditch do to existing homes in the area? <br /> <br />Mr. Berg stated that he is not aware of Ditch #27 and indicated on the plat how drainage is <br />planned to be handled. <br /> <br />Mr. and Mrs. Wendt sited instances of basements of neighboring homes being flooded in <br />recent years. <br /> <br />Chairman Zimmerman stated that Mr. Berg has the right to develop his property just as <br />developers of surrounding property did. <br /> <br />Mrs. Wendt questioned the need for additional homes in Rarnsey and inquired if a market <br />survey had been performed. <br /> <br />Resident - Northwest comer of Deerwood - Stated that he has had to install two dminfields <br />and tile his home; developing Wildwood will cause his basement to flood. <br /> <br />P&Z Public Hearin*~Februa.D, 7, 1989 <br /> Page 3 of 5 <br /> <br /> <br />
