Ruud, Highway Engineer <br />1440 BUNKER LAKE BLVD NW, ANDOVER, MINNESOTA 55304 612-754-3520 <br /> <br />February 21, 1988 <br /> <br />city of Ramsey <br />15153 Nowthen Boulevard NW <br />Anoka, MN. 55303 <br /> <br />Attention: Mark Banwart <br /> <br />Regarding: Preliminary Plat of Wildwood Acres <br /> <br />Dear Mr Banwart, <br /> <br />We have reviewed the preliminary plat of Wildwood Acres located on <br />County Road ~63 in the City of Ramsey. Right of way along the County <br />highway is acceptable as drawn. The right of access from Lot 1 Block <br />2, to the County highway should be dedicated to Anoka County. This <br />will require accesses from this lot to be to the city street. <br /> <br />This development as any development will increase runnoff over the <br />pre-development condition. Retaining wetland and runnoff storage <br />areas within the plat will reduce the amount and rate of runoff <br />reaching the drainage system. Exact amounts of runoff are impossible <br />to calculate at this time as those quantities will be dependent upon <br />such things as the number and sizes of houses, the numbers and sizes <br />of out buildings and other structures and the amount of paved areas to <br />be built. In any case this one development is not responsible for the <br />success or failure of the drainage system. The cumulative effects of <br />all development within the watershed will determine the timeframe for <br />which the need to rework the drainage system will occur. All drainage <br />ditches naturally fill in ~nd become overgrown over a period of time. <br />At some point in the future, the drainage ditch will need to be <br />cleaned to function effectively. However this need will occur at some <br />point with or without any development. The change of the city from <br />rural to urban will affect the exact time the ditch work will be <br />necessary. It will be one function of~ the water management <br />organizations to monitor and plan for restoring of the drainage <br />systems to effectively carry the runoff generated due to development <br />of the cities. <br /> <br />Affirmative Action / Equal Opportunity Employer <br /> <br /> <br />
