CASE # 13

STATUS OF ANO~EY DELEGATION; CASE OF MCkinLEY STRF~ET EXTENSION
By: Mm'k S. Banwsrt~ Con--unity Development Director

Background:

On November 16, 1988, the Ramsey City Council established a delegation representing the City
Council, Planning and Zoning Commission, and Economic Development Commission to meet
with the City of Anoka regarding items of joint interest (e.g., McKinley Street extension, etc.). In
subsequent months, the Economic Development Commission and Planning and Zoning
Commission have appointed their representatives to the delegation. The members of the Ramsey
delegation are as follows:

City Council:

Mayor Reimann
Councilmember Pearson

Planning and Zoning Commission:

Chairman Zimmerman
Commissioner Hendriksen

Economic Development Commission:

Commissioner Fults
Commissioner Hardin

Formal request to the City of Anoka to establish meeting of the two Cities were formally made in
January with response in early February from the City of Anoka stating that scheduling of such a
meeting(s) should occur after March 20, 1989.

Observations:

The City of Anoka has formally recognized the City of Ramsey's offer to meet and discuss issues
of mutual concern. It is the City of Anoka's position that it's full City Council will be it's
delegation. Since the City Council will be meeting as a delegation with the City of Ramsey, the
City of Anoka is required to establish these meetings as special Council meetings. The City of
Anoka procedure is to formally set future agenda items and meeting dates. Since the first
opportunity to accomplish this will be on April 3, 1989, the date set for the first Anoka/Ramsey
Delegation Meeting is scheduled for Monday, April 17, 1989 at 6:00 p.m. to 7:00 p.m. at the Anoka
City Hall.

Recommendations:

Staff recommends a motion be made for the arrangement of the Ramsey delegation to meet with the
Anoka City Council on Monday, April 17, 1989 from 6:00 p.m. to 7:00 p.m. at the Anoka ~City Hall.

Council Action:

Motion to establish/not establish meeting of the Ramsey delegation with the Anoka City Council
for Monday, April 17, 1989 6:00 p.m. to 7:00 p.m. at the Anoka City Hall.

Review Checklist:

City Administrator
City Attorney
City Engineer
Community Development Director

Chief of Police
Finance Officer
Planning & Zoning Commission'
Ramsey Delegation Members
