Riversbend Park - Status Report <br />Imp. Project #89-1 <br /> By: Merland Otto <br /> <br />Case # 1 <br /> <br />Background: <br /> <br />Per Council action on 3/14/89, we have notified bidders that the <br />bid date for the above project has been extended to April 10, 1989. <br />Staff has also requested an extension for the use of CDBG funds <br />until , 1989. The Anoka County Board would have to <br />approve the extension. <br /> <br />We have had several discussions with the Corps of Engineers as well <br />as U.S. Fish and Wildlife Service. We also had a meeting with <br />Anoka County Highway Dept. staff on 3/20/89. At this point, the <br />review agencies have indicated they are recommending approval of <br />the park permits as designed. At the same time, Anoka County's <br />application for the bridge is being recommended either to be <br />modified to maximize use of bridges per the EIS documents (which <br />would enable access road construction). The alternative <br />recommendation is that a new public notice be issued on the bridge <br />project which may initiate a restudy of alternatives for the bridge <br />crossing. In short, the County's bridge project has run afoul of <br />the review agencies. <br /> <br />We have specifically asked the Fish and Wildlife Service if <br />withdrawal of the park proposal would lessen the obstacles for the <br />County. They have indicated that withdrawal of the Park project <br />will have no bearing on their concerns with the County's project. <br /> <br />We have further discussed the cancellation of the park project with <br />Commissioner Hass-Steffen. She, in turn, was to discuss this <br />further with Paul Ruud and will inform us of their assessment prior <br />to Tuesday's meeting. <br /> <br />The options to be considered by the City are: <br /> <br />1) <br /> <br />Continue with the bid process with receipt of bids on <br />4/10. Council may hold bids for 60 days prior to making <br />an award. (This option assumes that the County's permit <br />would be satisfactorily resolved within two months. <br /> <br />2) <br /> <br />Cancel the park project contingent on receiving an <br />extension to the use of the CDBG funds on another <br />project(s). (Possibly use on playground/tot equipment <br />at several parks which are handicapped accessible. <br />Another possibility would be development of <br />Northfork/Whispering Pines with the use of CDBG funds. <br />A decision must be made quickly to allow time for the <br />environmental review.) <br /> <br />3) Continue with bid process as in Option 1, explore <br /> <br /> <br />
