Fe <br /> <br />aa <br /> <br />Review Fire Department operation on a quarterly basis and assist the Fire Chief in <br />determining possible areas of improvements. <br />Review and approve rules and regulalions for the Fire Department. <br />Act as Fire Chief administratively in the absence of the Fire Chief. <br />Confirm Officer appointment by the Fire Chief. <br /> <br />COMPOSITION <br />The Board shall be composed of the City Administrator, two members of the City Council <br />appointed annually at the first regular meeting of the City Council in January, three fire <br />fighlers nominated and appointed by all fire fighters annually no later than January 15, <br />one person appointed by the City Council, and the Fire Chief (ex officio). <br /> <br />MEMBERS METHOD OF SELECTION - TERM OF OFFICE REMOVAL <br />The chairperson shall be selected annually by a majority vote of the Board. The <br />chairperson may be removed by a majority vote of the Board. The chairperson shall <br />have the following responsibilities in addition to those otherwise described herein: <br /> Preside over all meetings of the Board; <br />b. Appear or appoint a representative to appear, as necessary, before the City <br /> advisory boards and the City Council to present the viewpoint of the Board on <br /> matters pertaining to the fire safety funclion of the City as it relates to business <br /> under consideration by said board or City Council; <br />c. Review all City Council, Planning .and Zoning Commission, and other advisory <br /> board minutes and inform the Fire Board of matters relevant to the fire safety <br /> function of the City; <br />d. Provide liaison with other governmental and volunteer units in matters relating <br /> to the fire safety function of the City; <br />e. Prepare agendas for each Board meeting. <br />A vice chairperson shall be appointed annuaIly by the chairperson. The vice chairperson <br />shall perform such duties as may be assigned by the chairperson and shall assume <br />responsibilities of the chair in the absence of the chairperson. <br />Members of the Board shall be appointed by a majority vote of the City Council for terms <br />of three years, except that any person appointed to fill a vacancy occurring prior to the <br />expiration of the term for which his predecessor was appointed shall be appointed only <br />for the remainder of such term. <br />Members of the Board shall be residents of the City of Ramsey while serving on the <br />Board and shall represent a broad range of interest in the fire safety function of the City. <br />The Board became effective on their first meeting on August 15, 1988. <br />Members may resign voluntarily or may be removed from office by a majority vote of <br />the City Council. Three consecutive unexcused absences from duly ca~led. Board meetings <br />shall constitute automatic resignation from office. Vacancies in the board are to be filled <br />by City Council appointment with a majority vote. <br />Members shall serve without compensation. <br /> <br />RULES AND PROCEDURES <br />The Board shall adopt such rules and procedures not inconsistent with these provisions <br />as may be necessary for the proper execution and conduct of business. <br /> <br /> <br />
