Fe aa Review Fire Department operation on a quarterly basis and assist the Fire Chief in determining possible areas of improvements. Review and approve rules and regulalions for the Fire Department. Act as Fire Chief administratively in the absence of the Fire Chief. Confirm Officer appointment by the Fire Chief. COMPOSITION The Board shall be composed of the City Administrator, two members of the City Council appointed annually at the first regular meeting of the City Council in January, three fire fighlers nominated and appointed by all fire fighters annually no later than January 15, one person appointed by the City Council, and the Fire Chief (ex officio). MEMBERS METHOD OF SELECTION - TERM OF OFFICE REMOVAL The chairperson shall be selected annually by a majority vote of the Board. The chairperson may be removed by a majority vote of the Board. The chairperson shall have the following responsibilities in addition to those otherwise described herein: Preside over all meetings of the Board; b. Appear or appoint a representative to appear, as necessary, before the City advisory boards and the City Council to present the viewpoint of the Board on matters pertaining to the fire safety funclion of the City as it relates to business under consideration by said board or City Council; c. Review all City Council, Planning .and Zoning Commission, and other advisory board minutes and inform the Fire Board of matters relevant to the fire safety function of the City; d. Provide liaison with other governmental and volunteer units in matters relating to the fire safety function of the City; e. Prepare agendas for each Board meeting. A vice chairperson shall be appointed annuaIly by the chairperson. The vice chairperson shall perform such duties as may be assigned by the chairperson and shall assume responsibilities of the chair in the absence of the chairperson. Members of the Board shall be appointed by a majority vote of the City Council for terms of three years, except that any person appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed only for the remainder of such term. Members of the Board shall be residents of the City of Ramsey while serving on the Board and shall represent a broad range of interest in the fire safety function of the City. The Board became effective on their first meeting on August 15, 1988. Members may resign voluntarily or may be removed from office by a majority vote of the City Council. Three consecutive unexcused absences from duly ca~led. Board meetings shall constitute automatic resignation from office. Vacancies in the board are to be filled by City Council appointment with a majority vote. Members shall serve without compensation. RULES AND PROCEDURES The Board shall adopt such rules and procedures not inconsistent with these provisions as may be necessary for the proper execution and conduct of business.
