CASE #17

STATUS OF ANOKA/RAMSEY DELEGATION; CASE OF MCKINLEY STREET EXTENSION
By: Mark S, Banwart, Community Development Director

Background:

On November 16, 1988, the Ramsey City Council established a delegation representing the City
Council, Planning and Zoning Commission, and Economic Development Commission to meet with
the City of Anoka regarding items of joint interest (e.g., McKinley Street extension, etc.). In
subsequent monlhs, the Economic Development Commission and Planning and Zoning Commission
have appointed their representatives to the delegation. The members of the delegations are as
follows:

CITY OF RAMSEY
City Council:

Planning and Zoning Commission:

Economic Development Commission:

Mayor Reimann
Councilmember Pearson
Councilmember Cich
Councilmember DeLuca
Councilmember Peterson

Chairman Zimmerman
Commissioner Hendriksen

Commissioner Fults
Commissioner Hardin

CITY OF ANOKA

Mayor Halsey
Councilmember Mann
Councilmember Cotton
Councilmember Weaver
Councilmember Hostetler

Formal request to the City of Anoka to establish meeting of the two Cities were formally made in
January with response in early February from the City of Anoka stating that scheduling of such
a meeting(s) should occur after Ms, rch 20, 1989.

Observations:

The City of Anoka has formally recognized the City of Ramsey's offer to meet and discuss issues
of mutual concern. It is the City of Anoka's position that it's full City Council will be it's
delegation. Since the City Council will be meeting as a delegation with the City of Ramsey, the
City of Anoka is required to establish these meetings as special Council meetings. The City of
Anoka procedure is to formally set future agenda items and meeting dates. Since the first
opportunity to accomplish this will be on April 3, 1989, the date set for the first
Anoka/Ramsey Delegation Meeting is scheduled for Monday, April 17, 1989 at 6:00 p.m. to
7:00 p.m. at the Anoka City Hall.
