Councilmember <br />adoption: <br /> <br />introduced the following resolution and moved for its <br /> <br />RESOLUTION #89-04- . <br /> <br />WHEREAS, On November 29, 1988, Mayor Gary Reimann, City of Ramsey and Mayor Marilyn <br />Corcoran, City of Dayton, submitted a joint letter to Mayor James Krautkramer, President of <br />Northern Mayors Association requesting the Transportation Advisory Board to review and <br />consider future crossings of the Mississippi River Bridge to consider the Cities of Dayton and <br />Ramsey in their plans for said bridge crossing; and <br /> <br />WHEREAS, the City of Ramsey Economic Development Commission has sent correspondences <br />(dated January 11, 1989) to various Economic Development entities (e.g., Anoka Area Chamber of <br />Commerce, Anoka County Chamber of Commerce, etc.) to solicit their support for a Ramsey/ <br />Dayton Mississippi River Bridge crossing; and <br /> <br />WHEREAS, the Board of Directors of the Anoka Area Chamber of Commerce passed a resolution at <br />their January 24, 1989 Board meeting backing the proposed Mississippi River crossing from <br />Dayton to Ramsey, the basis of which was predicated on a January 1989 Chamber Newsletter <br />article on which the Chamber office received 63 calls of which 62 were supportive of the crossing <br />and one was against; and <br /> <br />WHEREAS, the MUSA / COMPREHENSIVE PLAN AMENDMEI~f for the City of Ramsey dated <br />January 26, 1989 clearly shows a river bridge crossing from Ramsey to Dayton on its Thorough- <br />fare Plan (Map 4) dated January 9, 1989; and <br /> <br />WHEREAS, 1988 the City of Dayton has amended its comprehensive plan to reflect a proposed <br />Ramsey/Dayten Mississippi River Bridge crossing, and; <br /> <br />WHEREAS, the Minnesota Department of Transportation's District 20 Year Plan has no mention <br />of an Anoka/Hennepin thoroughfare (Dayton/Ramsey Mississippi River Bridge crossing); and <br /> <br />WHEREAS, the Minnesota Department of Transportation recommends that local units of <br />government modify their Comprehensive Plans to show the Anoka/Hennepin thoroughfare; and <br /> <br />WHEREAS, once the thoroughfare is in the Comprehensive Plans, efforts should be made to have <br />Metropolitan Council include the proposed Mississippi River Bridge crossing in the Metropolitan <br />Transportation Plan of the Metropolitan Development Guide; <br /> <br />NOW THEREFORE, BE IT RESOLVED that the City of Ramsey reaffirms it's desire for a <br />Ramsey/I)ayton Mississippi River Bridge crossing. <br /> <br />BE IT FURTHER RESOLVED that City staff be directed to revise it's City Plans to reflect the <br />proposed Ramsey/Dayton Mississippi River Bridge crossing; and <br /> <br />BE IT FURTHER RESOLVED that City staff is directed to proceed with solicitation of support from <br />other Municipalities, State Agencies, and other affected agencies to effectuate the development and <br />implementation of a Ramsey/Dayton Mississippi River Bridge crossing. <br /> <br /> <br />
