Noonan Company, Inc. of Brooklyn Center <br />at $41,724.50. One other plan holder did not submit a bid. In <br />addition to advertising for bids in accordance with City policy and <br />State laws, notices of intent to receive bids were sent to all <br />parties who had expressed interest in last year's bid process. <br /> <br />The base bids were higher this year due to increased labor, <br />insurance, fuel costs and workload of the contractor.
