Motion by Commissioner Gamec, seconded by Commissioner Elvig, to approve the following <br />minutes: <br />1) Regular Meeting Minutes dated August 14, 2007 <br />Motion carried. Voting Yes: Chairperson Olson, Commissioners Gamec, Elvig, Dehen, Jeffrey, <br />Look, and Strommen Voting No: None. <br />HRA BUSINESS <br />Case #1: Habitat for Northwest Anoka County <br />Mr. Karl Batalden, Habitat for Humanity, was present to speak about the Habitat Partnership for <br />Northwest Anoka County (HPAC). He provided a presentation that included the following <br />information: <br />Habitat for Humanity Operating Principals <br />• Sell homes for no profit <br />• Issue mortgages based on 0% mortgages to homeowners <br />• Require between 300 and 500 hours of sweat equity <br />• Use volunteer labor to bring communities together <br />Family Selection Criteria <br />• Need <br />• Ability to pay <br />• Willingness to partner with Habitat for Humanity <br />Mr. Batalden indicated Habitat for Humanity is building more and more multi - family units. He <br />noted the Habitat for Humanity project in Ramsey consists of townhouses in the Ramsey Town <br />Center Gardens that are a City approved BrightKeys design. Mr. Batalden provided a brief <br />overview of the Habitat Partnership of Northwest Anoka County (HPAC). He indicated the <br />HRA is being requested to contribute $6,000 to HPAC for the 2007 Habitat project in Ramsey to <br />sponsor 1 work camp week. This involves recruiting 18 volunteers a day to work at the site. <br />Commissioner Elvig requested information regarding the City's status with the Metropolitan <br />Council affordable housing requirements. <br />HRA Executive Director Frolik indicated the Metropolitan Council has allocated Ramsey's <br />requirement at 1,143 affordable units by the year 2020. <br />Associate Planner Geisler stated she does not have the actual numbers that have been met to <br />date, but a significant number of the townhomes that have been built in the City over the last four <br />to five years have qualified as affordable units. 300 to 400 units have been added since the year <br />2000. <br />Housing and Redevelopment Authority / September 4, 2007 <br />Page 2 of 6 <br />
