They also need to look at what the <br />community has available on the high end of housing. <br />Commissioner Jeffrey stated he has been a supporter of Habitat for Humanity and supported it <br />when the City had people working on the project. He indicated he will be abstaining from the <br />vote on this project, as one of his employees is involved with coordination on this project. <br />Motion by Commissioner Elvig, seconded by Commissioner Strommen, to allocate $6,000 to <br />HPAC for the 2007 Habitat for Humanity housing project in Ramsey. <br />Motion carried. Voting Yes: Chairperson Olson, Commissioners Elvig, Strommen, Gamec, and <br />Look. Voting No: Councilmember Dehen. Abstain: Commissioner Jeffrey. <br />Case #2: Master Housing Plan <br />Ms. Cathy Capone Bennett, Master Housing Plan Consultant, stated tonight they will be setting <br />the framework for looking at the goals related to the Ramsey HRA Master Housing Plan. The <br />goals will be adopted at a future meeting. Ms. Capone Bennett provided an overview of the <br />following Ramsey HRA Master Housing Plan process: <br />• Data update to determine housing needs <br />• Ramsey HRA Housing Goals & Policies <br />• Review Metropolitan Council Housing Goals <br />• Prepare Updated Goals <br />• Prepare Education Program <br />• Develop Housing Section — Comp Plan <br />• Gain Public Input <br />• Adopt Master Housing Plan <br />• Approve Updated Comprehensive Plan <br />Ms. Capone Bennett requested the HRA Board to write their answers to the following two <br />questions to be discussed at the next HRA meeting: 1) What does affordable workforce housing <br />mean to you? 2) What are your 3 key housing objectives over the next 5 -10 years? <br />Ms. Capone Bennett reviewed the comments provided by citizens that participated in the <br />Ramsey3 OST visioning session and a summary of the 2006 Housing Survey. <br />The HRA Board discussed the Ramsey3 OST visioning session comments and the 2006 Housing <br />Survey, as well as the impact of foreclosures within the community. <br />Ms. Capone Bennett stated rental housing has come a long way with regard to its upkeep, its <br />design and livability. The negative perceptions can be reduced by having the rental licensing, <br />adequate screening, etc. Ramsey is ahead of the game and they are going in the right direction to <br />make the assurances that rental housing will be kept up and will attract the people that choose <br />rental housing for several different reasons. She will bring back data specific to Ramsey and <br />how it relates to the County with regard to foreclosures.
