Ms. Capone Bennett stated that the Master Housing Plan is designed to be a 3 to 5 year plan, but
noted that it is included in the comprehensive plan, which is a long -range planning document.
She stated that she recommends that the HRA review the Master Housing Plan annually because
things are constantly changing.
Commissioner Olson stated that the biggest thing that jumped out at her from the demographic
information was the trend towards "married with no children" because she did not realize this
was as significant as it appears to be. She stated that so many times, the City Council has talked
about the need for things like new schools, but this information makes her question if the focus
has been in the right place. She stated that this needs to be looked at in greater detail.
Commissioner Strommen stated that she likes the sustainability goal that was included.
Ms. Capone Bennett stated that regarding geothermal heating, the HRA may want to look at the
possibility of funding a prototype to see if it would be feasible to promote geothermal heating,
what the plan would be and what the cost would be. She stated that the HRA could fund a study
that shows the cost benefit analysis information.
Commissioner Gamec stated that there was a company from Elk River who had talked to the
City about this and he thought they would be willing to work with the City at no cost.
Chair Olson stated that there have also been some discussions with Green Valley Nursery about
a drip irrigation system that could possibility be adapted for home use.
Commissioner Elvig stated that he is interested in looking at geothermal studies relating to urban
or town home sites, but not single family. He stated that he would like to see this investigated
with some urgency because he sees this as very worthwhile and timely.
COMMITTEE REPORTS
None.
EXECUTIVE DIRECTOR'S REPORT
None.
COMMISSIONER INPUT
None.
ADJOURNMENT
Motion by Commissioner Jeffrey, seconded by Commissioner Elvig, to close the special meeting
of the Housing and Redevelopment Authority.
Motion carried.
Housing and Redevelopment Authority / November 27, 2007
Page 3 of 4
