Ms. Jones stated that she would like to review Ramsey's role in managing the park. She stated <br />that she is the Outreach Director for Friends of the Mississippi River and noted that much of <br />their work is done in Minneapolis and St. Paul, but stated that it is nice to come to this area to see <br />what there is to offer. She stated that she thinks Ramsey has an undiscovered asset because <br />many people don't realize that this is here. She stated that the last Comprehensive Plan called <br />for 50% open space, but understands this will change with the next Comprehensive Plan. She <br />stated that Ramsey is in a unique and more complicated situation than most cities because there <br />is the overlap of both the Critical Area and the Wild and Scenic River regulations. <br />Ms. Jones stated that the Mississippi West Regional Park will be a great asset to the community. <br />She noted that there is an opportunity for development adjacent to Kings Island. She stated that <br />the Dayton Port rest area has great parkland for picnicking and has an opportunity to do even <br />more. She stated that it is a nice gateway into the National Park, but noted that the canoe access <br />is a little inaccessible and feels this area is underutilized. <br />Councilmember Elvig asked who controls and maintains the Dayton Port rest area. <br />Parks Supervisor Riverblood stated that it is under MnDot's jurisdiction. <br />Ms. Jones stated that she knows one of the goals is to have a trail near the river, but doesn't want <br />people to forget that there is already a water trail that is here and ideal for families. She stated <br />that it is a much easier canoeing area than near St. Paul because it is much quieter and less <br />congested. She reviewed some shoreline vegetation issues and gave examples of what works <br />well for a more natural shoreline. <br />Councilmember Dehen asked if Friends of Mississippi provides any assistance or ideas for <br />foliage and shoreline vegetation. <br />Ms. Jones stated that MNRRA has done some work with communities and ways to treat rip rap <br />so it is more aesthetically pleasing. <br />Mr. Johnson stated that they can help people find alternatives of things that look better, are better <br />for the environment and better for water quality. He stated that they can provide technical <br />assistance, but there is not a lot of grant money available to help make these things happen. <br />Councilmember Elvig stated that with talk of connecting trails, he wonders who manages the <br />Elm Creek Park Reserve. <br />Councilmember Strommen stated that it is the Three Rivers Park District in Hennepin County. <br />Environment Coordinator Anderson stated that there may be some matching funds available <br />through the Anoka Conservation District for shoreline restoration projects. <br />Ms. Jones showed additional examples along the River in Ramsey of different setbacks and <br />shoreline vegetation. <br />City Council Work Session / June 17, 2008 <br />Page 4 of 8 <br />
