Ms. Jones stated that they would like to open things up for discussion and get the Council's ideas <br />and input on the information shared tonight. <br />Councilmember Dehen asked if there were any efforts to improve the water quality of the river. <br />Ms. Jones stated that this is a big question and there is a lot of work being done in the metro area <br />with storm water management, but 90% of the pollution comes from agricultural sources. <br />Mayor Gamec stated that he thinks the Dayton Port canoe access needs to be improved and <br />thinks this is why more people don't use it. <br />Councilmember Elvig stated that he also didn't think many people know about the access, <br />because it is a rest area and weigh station, not a park. He stated that there have also been some <br />safety issues in this area. <br />Ms. Jones stated that this is something out of their control because MnDOT manages the area. <br />Councilmember Strommen stated that if the City had more plans for the area, the concerns about <br />MnDOT's management may change because they may work with the City to improve things. <br />A representative of the EPB asked if there were any concerns for invasive carp species such as <br />those seen in the Lake Pepin area. <br />Mr. Johnson stated that the likelihood of these species infiltrating the river are just about zero <br />and said they would not be able to get past the Coon Rapids Dam. <br />A representative of the EPB asked who was responsible for the Coon Rapids Dam. <br />Mr. Johnson stated that the Three Rivers Park District owns the dam and recently made extensive <br />repairs. <br />Ms. Jones noted that one thing that she feels is important to note is that people should pay <br />attention to what they are doing anywhere in the City and know that any run off you have will <br />eventually make it to the river. <br />Councilmember Elvig stated that he thinks one of the biggest things to consider is that if <br />communities are going to do something with the river, there needs to be the ability to do <br />something and somebody will have to pay for it. He stated that there are problems right now <br />with how the overlay juts into Highway 10. He stated that he thinks this is a very dysfunctional <br />ordinance and zoning program that really needs to be redefined so the City can be a good <br />steward of the river. <br />Mayor Gamec asked about setback requirements and whether there was something that required <br />development 200 feet back from the bluff line, for example. <br />City Council Work Session / June 17, 2008 <br />Page 6 of 8 <br />
