Ms. Jones stated that they would like to open things up for discussion and get the Council's ideas
and input on the information shared tonight.
Councilmember Dehen asked if there were any efforts to improve the water quality of the river.
Ms. Jones stated that this is a big question and there is a lot of work being done in the metro area
with storm water management, but 90% of the pollution comes from agricultural sources.
Mayor Gamec stated that he thinks the Dayton Port canoe access needs to be improved and
thinks this is why more people don't use it.
Councilmember Elvig stated that he also didn't think many people know about the access,
because it is a rest area and weigh station, not a park. He stated that there have also been some
safety issues in this area.
Ms. Jones stated that this is something out of their control because MnDOT manages the area.
Councilmember Strommen stated that if the City had more plans for the area, the concerns about
MnDOT's management may change because they may work with the City to improve things.
A representative of the EPB asked if there were any concerns for invasive carp species such as
those seen in the Lake Pepin area.
Mr. Johnson stated that the likelihood of these species infiltrating the river are just about zero
and said they would not be able to get past the Coon Rapids Dam.
A representative of the EPB asked who was responsible for the Coon Rapids Dam.
Mr. Johnson stated that the Three Rivers Park District owns the dam and recently made extensive
repairs.
Ms. Jones noted that one thing that she feels is important to note is that people should pay
attention to what they are doing anywhere in the City and know that any run off you have will
eventually make it to the river.
Councilmember Elvig stated that he thinks one of the biggest things to consider is that if
communities are going to do something with the river, there needs to be the ability to do
something and somebody will have to pay for it. He stated that there are problems right now
with how the overlay juts into Highway 10. He stated that he thinks this is a very dysfunctional
ordinance and zoning program that really needs to be redefined so the City can be a good
steward of the river.
Mayor Gamec asked about setback requirements and whether there was something that required
development 200 feet back from the bluff line, for example.
City Council Work Session / June 17, 2008
Page 6 of 8
