CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, June 4, 2013, at <br />the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: Mayor Sarah Strommen <br />Councilmember Randy Backous <br />Councilmember Mark Kuzma <br />Councilmember John LeTourneau <br />Councilmember Chris Riley <br />Councilmember Jason Tossey (arrived at 6:11 p.m.) <br />Also Present: <br />City Administrator Kurds Ulrich <br />Finance Director Diana Lund <br />Human Resources Manager Colleen Lasher <br />City Clerk Jo Ann Thieling <br />Development Services Manager Timothy Gladhill <br />City Engineer Bruce Westby <br />Assistant to the City Administrator Patrick Brama <br />City Attorney William Goodrich <br />1. CALL TO ORDER <br />Mayor Strommen called the City Council Work Session to order at 6:01 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: City Attorney Finalist Review <br />City Administrator Ulrich read questions that will be asked tonight of the two finalists and <br />explained why he had suggested each. He noted that on May 7, 2013, the Council conducted <br />interviews of the seven law firms that submitted proposals in answer to the City's RFP for City <br />Attorney civil and prosecution services. Following the interviews, the Council chose to remain <br />with Randall, Goodrich & Haag for prosecution and directed staff to follow up with two different <br />firms for civil. The firms chosen to move forward were Couri & Ruppe, PLLP and Ratwik, <br />Roszak & Maloney, PA (RRM). City Administrator Ulrich noted the two firms have submitted a <br />retainer proposal. He explained it is City policy to review outside professional contracts on a <br />three- to five -year basis. The current City Attorney contract has been in place for three years and <br />runs until July 1 but can be extended indefinitely under a 30 -day termination provision. <br />City Administrator Ulrich presented the annual retainers as follows: <br />Couri & Ruppe, PLLP $59,000 per year plus $140/hour for exclusions <br />And $160 per hour work billed third party <br />City Council Work Session /.
