Human Resources Manager Lasher asked for more discussion on the Personnel Committee. She <br />stated from a process improvement standpoint and in making Personnel actions timelier, she <br />would like the Personnel Committee meeting to be followed by action the same evening. Human <br />Resources Manager Lasher noted that otherwise, it can add a month between authorization to <br />recruit and authorization to hire. <br />Councilmember Tossey stated he would support same evening consideration with some issues <br />like taking someone off probation but if it involves a funding increase, he thinks it should not be <br />considered on that same night's Consent Agenda. He stated he wants the Personnel Committee <br />to have that ability to determine if the hiring or promotion is needed and also have the ability for <br />the full Council to review those meeting minutes prior to being asked to make a decision. <br />Mayor Strommen noted one solution if it needs to go before the Council the same night is to <br />place it on the agenda as a regular item with a staff report presented. She stated that could be the <br />case for any Committee item that is considered by the Council on the same evening. <br />Councilmember Tossey stated he supports that suggestion. <br />The consensus of the Council was to make no change at this time to the Committee structure, to <br />consider same night Committee items as a regular agenda item (not on the Consent Agenda), and <br />to eliminate the Council Work Session held on the first Tuesday of the month. <br />3. MAYOR / COUNCIL / STAFF INPUT <br />City Administrator Ulrich provided an update on on -going projects and staff work. <br />Development Services Manager Gladhill reported that Building Official Lee Gladitsch took a job <br />with the City of St. Cloud and his last day will be June 1, 2013. <br />Human Resources Manager Lasher stated the Economic Development Director position is posted <br />and advertised. So far, three individuals have submitted applications and the first review date is <br />June 10, 2013. <br />Mayor Strommen noted there was a nice article on the momentum building around the Highway <br />10 /Armstrong Boulevard interchange project and other positive steps. <br />City Administrator Ulrich stated he will include that information in the Weekly Update. <br />City Administrator Ulrich indicated that Eric Hagen will be the new reporter for the Anoka <br />County Union newspaper. <br />City Council Work Session / June 4, 2013 <br />Page 21 of 22 <br />
