and within the buildable area identified herein. Also, the Developer agrees prior to commencement <br />of grading to call a pre -construction meeting between the City, Developer and contractors for the <br />site grading. <br />Section 4.2. Soil Erosion and Tree Protection. The Developer shall control soil erosion <br />ensuring: <br />(a) All development shall conform to the natural limitations presented by the <br />topography and soil of the subdivision in order to create the best potential for preventing soil <br />erosion. The Developer shall submit an erosion control plan as part of the grading and <br />drainage plan, detailing all erosion control measures to be implemented during construction. <br />Said plan shall be approved by the City prior to the commencement of site grading or <br />construction. The developer shall also submit a copy of their Storm Water Pollution <br />Prevention Plan (SWPPP) to the City prior to commencement of site grading or <br />construction. <br />(b) Erosion and siltation control measures shall be coordinated with the different <br />stages of development. Appropriate control measures, as required by the City, shall be <br />installed prior to development when necessary to control erosion. <br />(c) Land shall be developed in increments of workable size such that adequate <br />erosion and siltation controls can be provided as construction progresses. The smallest <br />practical area of land shall be exposed at any one period of time. <br />(d) Where the topsoil is removed, sufficient comparable soil shall be set aside <br />for re -spreading over the developed area which shall also be seeded, mulched, and disk <br />anchored. The topsoil shall be restored to a depth of at least four (4) inches, and shall be of <br />a quality at least equal to the soil quality prior to development. <br />(e) The Developer shall be responsible to maintain the required tree protection <br />during all grading activities. <br />Section 4.3. Iron Monument Placement. The Developer shall place iron monuments at <br />all lot and block corners and at all other angle points on boundary lines. Iron monuments shall be <br />placed after all street/utilities (public and private) and lawn grading has been completed in order to <br />preserve the lot markers for future property owners. <br />Section 4.4. Street Simns. The Developer shall pay for the installation of all standard <br />street signs at all locations required for the development as determined by the City Engineer. The <br />City Engineer shall, by August 30, 2013, advise Developer of the required sign locations. The <br />Developer has the option of installing the signs per City design and installation requirements or the <br />City shall install all such signage and the Developer shall reimburse the City for the cost thereof by <br />payment in advance to the City of the estimated cost thereof. <br />Section 4.5. Street and Storm Sewer Maintenance. The Developer shall be responsible <br />for street and storm sewer maintenance, including curbs, boulevards, sod, street sweeping and storm <br />sewer cleaning until 95% of the homes within the development are constructed upon the lots.
