A2013-9a Staff Report <br />July 9, 2013 <br />Page 4 of 6 <br />(i) <br />(j) <br />Special regulations. Special regulations in the Sensitive Development District <br />shall be as follows: <br />(1) Riparian lots may only be used for public purpose. Private docks may be <br />located on public lands provided agreements are in place to allow such <br />docks. Any installation of docks must meet regulations set forth by the <br />Minnesota Department of Natural Resources and the City of Anoka. <br />Any other public uses of land shall follow regulations set forth in the City <br />of Anoka Rum River Protection ordinance. <br />(2) Any lot line of non -riparian lots west of the westerly line of the <br />southeast corner of the northwest quarter of Section 31, Township 32, <br />Range 24 must be setback a minimum of 220 feet from the property <br />line of the river. <br />(3) Planned Unit Developments (PUD's) are not permitted within the <br />Sensitive Development Overlay District. <br />(4) Private lots may not be located upon any existing public easements <br />used for trail purposes. <br />Tree Preservation/Reforestation. <br />(1) Any tree removal must meet regulations set forth in other Sections of this <br />Code including, but not limited to, the Rum River Protection and Tree <br />Preservation sections. <br />(2) Each single family lot shall be required to have a minimum of four <br />trees on the lot. Trees shall be a minimum of 2 1/2 inches in diameter if <br />deciduous, or six (6) feet in height if coniferous, measured at 4.5 feet <br />above ground. Trees that exist on a newly subdivided lot may be used <br />towards this calculation. <br />(3) <br />Each single family lot shall be required to have a total of ten shrubs <br />located on the lot, four of which shall be located in the required front <br />yard. <br />(k) Architectural control. <br />(1) <br />No more than one single-family dwelling with the same exterior <br />configuration shall be erected on any five abutting, contiguous, <br />successive or adjoining lots starting at any point, leading in any <br />direction or around any comer. <br />(2) Garages. <br />a. Side or Rear Entry Garages. For single family dwellings, the <br />primary garage entry may face either the rear or side property <br />Iine, but shall not face the interior of the lot. If this option is <br />chosen, only seven (7) design features in part (4) below shall <br />be required. Driveways leading to the garage shall be no <br />greater than 12 feet wide starting at the front property line <br />until a point eight (8) feet in front of the front line of the <br />garage. <br />
