STAFF <br />REPORT <br />BACKGROUND <br />4M <br />REAL. CLASSIC, <br />Application A2013-9b <br />Preliminary Plat, Comprehensive Plan Map Amendment <br />Rum River Shores <br />Landmark Development of Anoka <br />July 9, 2013 <br />Landmark Development of Anoka is requesting an amendment to the 2030 Comprehensive Plan <br />Land Use Map and preliminary plat approval for a 44 single family lot subdivision. The property is <br />zoned Sensitive Development District and the developable property is approximately 22.5 acres, The <br />portion proposed to be developed into single family lots is part of a larger system of property that <br />now has a conservation easement over the property. In 2007, a perpetual conservation easement was <br />granted by the City of Anoka over approximately 200 acres to the north. The property retained for <br />development is the 22.5 acres that is a currently a farm field. There is an additional strip of property <br />about 100 feet wide immediately adjacent to the Rum River that is also part of the conservation <br />easement. The City of Anoka is the property owner and the Anoka County Conservation District <br />administers the easement and management plan. The preliminary plat proposal is for 44 single family <br />lots with one access point off of County Road 11 b/Bunker Lake Boulevard and another public street <br />connection to 6th Avenue, north of the Anoka County Library. <br />The 22.5 developable acres is guided for two different land uses —low density residential on the <br />western half and medium density residential on the eastern half. As shown in Exhibit A attached, the <br />Low Density Residential area is approximately 12.8 acres and located entirely within the Rum River <br />Wild and Scenic River District. The Medium Density Residential area is approximately 9.7 acres <br />and located east of the Rum River Wild and Scenic River District. The comprehensive plan <br />amendment request is for 9.7 acres generally located north of County Road 116, west of the Rum <br />River Library and is located outside of the Rum River Wild and Scenic River District. The property <br />is guided Medium Density Residential in the Comprehensive Plan and the applicant has requested an <br />amendment to change the land use to Low Density Residential to facilitate a single-family residential <br />development. <br />City Code requires every proposed subdivision to be submitted to the City in the form of a <br />preliminary plat for Planning Commission and City Council approval. If the preliminary plat is <br />approved, the applicant must submit a subsequent (or concurrent) final plat application for City <br />Council review and approval. A portion of this property is within the Rum River Wild and Scenic <br />boundary. As such, any residential lots platted within this boundary must be 15,000 square feet. The <br />DNR has reviewed the plat request and has commented on the plat based on requirements of the <br />DNR. <br />
