Creative Solutions for Land Planning and Design

Hoisington Koegler Group, Inc.

Ill[r4
k-tH

November 7, 2003

Mr. Jim Norman
City Administrator
City of Ramsey
15153 Nowthen Blvd. NW
Ramsey, MN 55303

Re: Rum River Commercial Area Master Plan

Dear Jim:

Based on our recent meeting, we have prepared a work program to address planning issues for the
redevelopment of the Rum River Commercial Area and surrounding vicinity generally located at the
intersection of TH 47 and 167th Avenue Northwest. The basic question this master plan seeks to address
is, "how shouM this area redevelop given the desire to extend public water and sanitary sewer services?"
Our understanding of the project includes the following:

· The City is seeking to create a comprehensive, progressive redevelopment plan for Ramsey's original
neighborhood commercial area.
· A market study for the area was prepared by the McComb Group in July of 2003 that will serve as a
basis for identifying potential land use types and associated size for planning purposes.
· The City is rethinking its 1991 Sanitary Sewer Plan which assumes rural areas of the community will
not be served with sanitary sewer. Bolton and Menk is preparing a sewer feasibility study for this
area of the community which was to be completed in October of 2003. The redevelopment plan will
take into consideration the conclusions of that study.
· Ramsey Town Center has broken ground and is likely to change the dynamics of the community and
surrounding area. The influence it will have on the community has yet to be measured but excitement
and anticipation is growing.
· The Rum River Commercial Area is likely to experience positive spin-off from Ramsey Town Center.
· This master plan would provide the basis for other subsequent decisions that may be made such as
comprehensive plan amendments, capital programming, and other fiscal planning.

Expertise required for the project includes planning, landscape architecture, fiscal analysis, market
analysis, civil engineering and possibly traffic engineering. We will work with Bolton and Menk, already
retained by the City to prepare a sewer feasibility study, on trunk utility locations, service areas and
capacity issues. We have also worked extensively with Jim McComb and will interface with his firm as
needed to bridge the market analysis and master planning efforts. As needed, we will utilize Benshoof
and Associates for traffic related issues. You may recall, Jim Benshoof was also a team member of ours
in preparing Ramsey's Comprehensive Plan. His knowledge of the City will assist with this project if
needed.

The following offers a suggested series of tasks that form the scope of services necessary to complete the
Rum River Commercial Area Master Plan.

123 North Third Street, Suite 100, Mim~eapolis, MN 55401-1659
Ph (612) 338-0800 Fx (612) 338-6838
