A master plan for the Rum River Commercial Area should be prepared to determine how <br />the area can accommodate future development potential. This plan should determine if <br />the existing businesses and buildings can become part of the larger plan or if there should <br />be a phased redevelopment of the area. The master planning process should identify <br />those buildings that will remain over the short term and plans for updating their <br />appearance should be prepared. <br /> <br />Housing development should be promoted within one mile and a half of Rum River <br />Commercial Area to provide additional consumers 'for business establishments. Housing <br />types should include single family, townhomes, detached townhomes, and multi-family <br />to accommodate a wide variety of lifestyles and housing choices. Higher density housing <br />should be incorporated in the area immediately surrounding or in the Rum River <br />Commercial Area itself. <br /> <br />A retail planning and architectural firm should be engaged to prepare concept plans <br />showing how the proposed retail and service uses could be accommodated in the Rum <br />River Commercial Area over the next 20 years. This plan should identify phases for <br />redevelopment and development consistent with market research results. <br /> <br />If the existing property owners and business owners are not interested in pursuing <br />redevelopment of the commercial area, efforts should be initiated to attract new business <br />owners and developers to undertake and redevelopment consistent with the market <br />research and master plan. <br /> <br />Implementing development and redevelopment plans will require creation of a <br />public/private partnership with the City of Ramsey to implement master plan objectives. <br /> <br />These recommendations are designed to ensure that the Rum River Commercial Area is <br />redeveloped and remerchadised to become an important commercial node serving trade area <br />residents. These actions are also required to ensure that the area will remain viable as Ramsey <br />Town Center develops. <br /> <br />X <br /> <br /> <br />
