REPLACEMENT OF LAPTOP COMPUTERS FOR SQUAD CARS <br /> By: Captain Timothy Dwyer <br /> <br />Background: <br /> <br />The Police Department currently utilizes six (6) Panasonic CF-27 Tough Book computers which are <br />outdated and in need of replacement. The operating systems are slow and do not allow full use of the <br />currently available technology. The touch screens are also in bad shape. We are requesting permission to <br />purchase seven (7) Panasonic CF-50 laptop computers to replace these units and add one unit to our fleet. <br />We are also requesting funding for the necessary squad docking stations and accessories. There is <br />suf. ficient depreciation money in the equipment replacement fund under Asset #001936 to cover this <br />expense. <br /> <br />Our newer squad cars are equipped with Panasonic CF-48/50 semi-rugged laptops, which we have found <br />work well for squad car use. The police department would like to continue with this make/model for the <br />following reasons: the City currently has a service agreement with Portable Computer Systems and the <br />City has purchased patrol car laptops from this company in the past. Additionally, Portable Computer <br />Systems has also installed squad car equipment for past laptop purchases and the City has been very <br />satisfied with their work and service. <br /> <br />Government Technical Services Inc. (GTSI) in care of Portable Computer Systems (PCS) has offered us a <br />federal government contract quote in the amount of $1,577.00 per laptop. The required docking stations <br />and vehicle accessories would be purchased through PCS at a cost of $ 485.00 per unit. With tax and <br />shipping, the total comes to $15,176. GTSI holds federal contract bids, which are now extended to state <br />and local governments. PCS is exploring a trade in on some of the our existing computers, docking <br />stations, and radio modems and have agreed to apply any credit to our 2004 squad car set up invoices. <br /> <br />Recom~nendation: <br /> <br />Staff recommends Finance Committee review and motion to recommend that City Council adopt <br />Resolution # 03-11-XXXX, authorizing the purchase of laptop computers and the necessary docking <br />station/accessories fi'om the equipment replacement fund, at a cost not to exceed $15,176. <br /> <br />Council Action: <br /> <br />Motion by City Council to adopt Resolution # 03-11-XXXX, authorizing the purchase of seven (7) <br />Panasonic CF-50 laptop computers and the required docking stations/accessories from Government <br />Technical Services Inc. in care of Portable Computer Systems, utilizing available money from the <br />Equipment Replacement Fund in an amount not to exceed $15,176. <br /> <br />Reviewed by: <br />Chief Jim Way <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br /> <br /> <br />
