Staff had previously noted a potential second open house due to poor weather conditions (snow event) during the <br />original open house. Staff has not suggested a second open house to date, however would note ample opportunity <br />for public input through two (2) separate processes (1. Comprehensive Plan Amendment and 2. Zoning <br />Amendment). Staff would support providing time on the evening of the Planning Commission Meeting prior to the <br />Public Hearing to have Staff available to provide background on the concepts. <br />Funding Source: <br />There is no funding required at this time to consider submitting an application to begin the Comprehensive Plan <br />Amendment process. However, there will be personnel time required to prepare the necessary materials for the <br />amendment. Staff may need to supplement Staff resources with contracted services under the existing contracted <br />planner. <br />Staff Recommendation: <br />In order to move forward with either development scenario, the City must pass a Comprehensive Plan <br />Amendment. Staff would ask the City Council provide direction on which development scenario to pursue. Listed <br />below are a number of recommendations for Council consideration. NOTE: attached to this case is a <br />"Development Scenarios Comparison Chart." <br />EDA INPUT: Submit a Comprehensive Plan Amendment Application to the Planning Commission to allow for a <br />data center user on the Subject Property. Specific comments are included in the observation section of this case. <br />PUBLIC INPUT: Based on public input received, Staff would summarize the direction of surrounding property <br />owners to be: Submit a Comprehensive Plan Amendment Application to the Planning Commission to allow for a <br />residential development on the Subject Property. Specific comments are included in the attachments to this case. <br />STAFF INPUT: <br />(A) Based on public input received, it is clear there is a strong desire for the Subject Property not to be <br />developed for a data center user. When considering existing surrounding land uses, a residential <br />development is the most compatible use for the Subject Property. Staff would be in support of developing <br />the Subject Property as a residential neighborhood. <br />(B) Based on the cost -benefit analysis, EDA/Council strategic goals and the need for a new Fire Station #2, a <br />data center development is more beneficial to the community as a whole.
