153RD AVENUE N.W. <br />RIGHT-OF-WAY PROJECT <br />IMPROVEMENT PROJECT 89-4 <br />By: Pete Raatikka <br /> <br />CASE ~12 <br /> <br />Background: <br /> <br />Over the last two months we have completed preliminary surveying <br />and alternative alignments for connecting 153rd Avenue between <br />Ramsey Blvd. and Nowthen Blvd. Due to the crossing through <br />developed areas and wetlands, impacts by the project will be <br />substantial. <br /> <br />The city has also received a letter from the Minnesota <br />Environmental Quality Board addressed to Mr. Mark Banwart dated <br />April 20, 1989. EQB's letter is in reference to a petition by the <br />residents in the vicinity of the project requesting an <br />Environmental Assessment Worksheet (EAW) for the proposed 15~rd <br />Avenue construction. <br /> <br />Based on the letter the City has 30 working days to make a decision <br />on completing an EAW. Based on the EQB rules and the nature of the <br />project a mandatory EAW is required. Therefore, I have prepared <br />a resolution directing the City Engineer to prepare an EAW. The <br />resolution also states the need for the project. <br /> <br />Prior to the completion of the EAW, the City Council will have to <br />select a primary route for the project. To help assist in that <br />decision, the City Council may wish to hire an appraiser to review <br />the impacts on properties by the various alternatives. I will also <br />meet with DNR to estimate the costs of mitigating the impacts on <br />wetlands. <br /> <br />Enclosed are the following: <br /> <br />1. Letter from EQB with petition for EAW. <br /> <br />t <br /> <br />Proposed resolution stating need and ordering an EAW for the <br />153rd Avenue N.W. thoroughfare between CSAH No. 5 and Ramsey <br />Boulevard. <br /> <br />Recommendations: <br /> <br />I would recommend that City Council adopt the resolution stating <br />need and ordering an EAW for the 153rd Avenue N.W. thoroughfare <br />between CSAH No. 5 and Ramsey Blvd. I would also recommend to the <br />City Council pass a motion authorizing the City Attorney to retain <br />appraiser to review the economic impacts or the properties affected <br />by the project. <br /> <br /> <br />
