ORDINANCE #89- <br /> <br />CITY OF RAl~EY <br />ANOKA COUNTY <br />STATU OF ~'NESOTA <br /> <br />CI~I%' OF }j~d~q~SEY RESLDENT~ qJ~ HOUSING STANDARDS <br /> <br />PRF~dVII~ LE <br /> <br />It is hereby found and declared that impaired structures contain conditions dangerous to the pukflic <br />health, safety, and ~:.~mera] welfare o~ ihe citi~:ens of the City. h is found that impaired structures <br />exist witl::.n the City because o:' faulty (~e.~ig~ or constructmn, failure to 1;.oep them in a prope~ ~.tate <br />of repair, lack of adequate lighting or ventilation, inability te p:cperi:.' heat, improperty <br />management, or an~' combination of these factor~. It is declared that th(: impro~-emem ofi~npaired <br />structm'cs and the prevention of existence of ir;paired structures in the .~uture ~s in the best interest <br />of the citizens of the City. <br /> <br />The City Council of the City of Ramsey ordains: <br /> <br />ARTICLE I: GEN~ERAL PROVISIONS <br /> <br />SECTION l10.191A - TITLE: This ordinance shall be known as the Ramsey Residentia~ Housing <br />Standards Ordinance and will be hereinafter referred to as "this ordinance". <br /> <br />SECTION i10.]91B - SCOPE: All provisions of this ordinance shall apply uniformly to the <br />maintenance, repair, equipment, use, and occupancy of all existing residential properties, <br />including singl~ family dwcllings an~or multiple family dwellings including apartments, and <br />condominium common areas within the City. <br /> <br />SECTION 110.191C - PURPOSE: The purpose of this ordinance is to maintain the City's <br />sanitation, public health and attractiveness, protect the safety of the peopel, and to promote the <br />genera] weifare by legislation w~ich shall be systematically enforced upon all residential <br />property and act as a public service to residents who are homeowners. These general objectives <br />include, among others, the following: <br /> <br />1) To protect the character and stability of residential areas within the City; <br /> <br />2) <br /> <br />Tc correct and prevent conditions that adversely affect or are likely to adversely <br />affect the safety, general welfare, and health of persons owning or renting <br />residential facilities within the City; <br /> <br />3) <br /> <br />To provide for sound maintenance of cooking, heating, sanitary, electrical, light, <br />and ventilation systems necessary for health and safety; <br /> <br />4) <br /> <br />To provide basic standards for the maintenance of existing residential structures <br />and to prevent deterioration and blight; <br /> <br />5) To preserve the value of land and structures throughout the CiW. <br /> <br />SECTION l10.191D - DEFINITIONS: The following terms, wherever they occur in this <br />ordinance, are defined as set forth herein. Whenever the words "dwelling", "dwelling unit", <br />"premises", or "structure" are used in this article, they shall be construed as though they were <br />followed by the words "or any part thereof'. <br /> <br /> <br />
