Case # 13 <br /> <br /> EASEMENT ACQUISITION <br />153RD AVENUE N.W./BURLINGTON NORTHEP. N R~ILROAD CROSSING <br /> <br />By: William K. Goodrich, City Attorney <br /> <br />BACKGROUND: <br /> <br />As the Council is aware, the City is in the process of acquiring <br />easements in order to construct the above referenced street and <br />railroad crossing. We have made an offer of 55¢ per square foot <br />for two parcels owned by Mr. and Mrs. Carroll D. Welte. This offer <br />is based upon our appraiser's appraised value. The size of Parcel <br />1 is 18,127 square feet and the size of Parcel iA is 22,210 square <br />feet. Parcel lA is not actually needed for the project, however, <br />because the taking of Parcel 1 actually severs Parcel IA from the <br />rest of the landowners' property, it was felt we would need to <br />acquire this parcel too. We then will attempt to trade this parcel <br />for Parcel B, which we are acquiring from the adjacent property. <br /> <br />Mr. and Mrs. Welte have countered our offer with a request for <br />260 feet of chain link fencing with three (3) barbed wire strands <br />on top, which fence would be placed on the northwest corner of <br />Weltes' property adjacent to our new roadway. The Weltes also <br />would like an entrance gate at their access onto the new roadway. <br />In addition, they are requesting that we place survey markers at <br />the northwesterly and northeasterly corners of their lot after our <br />construction has been completed. The cost of the fencing is $6.75 <br />per lineal foot and the gate is $990.00. <br /> <br />The total acquisition cost w0u]d then be: <br /> <br />Parcel 1 $ 9,969.85 <br />Parcel iA 12,215.50 <br />Fence 1,755.00 <br />Gate 990.00 <br /> <br />Total: $24,930.35 <br /> <br />Finally, the Weltes want to be assured that there will be no <br />special assessment levied as a result of this project. Because <br />this is an MSA Project, it is the City's policy not to assess such <br />improvements. <br /> <br />ENCLOSURE: <br /> <br />Map showing size and location of Parcels 1, IA and B. <br /> <br /> <br />
