The city clerk ~hall turn over the proceeds of any sale to the city treasurer. On order of the city council, the city treasurer shall pay to the owner of such animal the difference between the sale price, after deducting the cost of impounding, feeding and sales charges, if the owner makes clair for the monies wi[him one year from the date of sale; othe:-,'ise, it shall be forfeited to the city. 1~o person may ride or drive a horse after the hour of sunset and before the hour of sunrise along or crossing any public way without appropriate lighting or refleatorized c!ot~ing. llo person may ride or drive a horse ir. any public park, beach, golf course or other public property except within the righ~-of- way of public streeta and highways and in areas duly designated as a trail or hitching area. The city park and recreation commission shall designate and properly pos: those areas in public lands and parks where horses may be ridden. Every person riding z horse or driving a:y horse-drawn vehicle upon a public roadway shall be sub,eot to those provisions cf the city code applicable to the driver of a meter vehicle, ezcept those provisions which by their nature have no application. 1{o horse shall be ridden or driven in any manner vhich would cause ungue damage tc any hard-surfaced road. I;o person shall ride or drive any horse upon private property witho~: the prior written permission cf the owner cr occupaut thereof.
