FINDINGS OF FACT <br />DRIVEWAY ACCESS TO ROANOKE STREET <br /> <br />On May 24, 1989 Mr. John Good applied for a building permit <br />on Lot 9, Block 1, Stanhope River Hills. <br /> <br />The building permit application included a site plan showing <br />the location of the house with two proposed driveways, one off <br />154th Lane and one off Roanoke Street. <br /> <br />On May 25, 1989 the building inspector issued the building <br />permit for Lot 9, Block 1 with no comment on the site plan. <br /> <br />Several weeks ago the building inspector informed the builders <br />of the home on Lot 9, Block 1, Stanhope River Hills that ~he <br />Roanoke Street was a Municipal State Aid Street and that 'it <br />was the City's policy not to allow access to individual lots <br />from MSA streets. <br /> <br />The owner of the home stated that he located the house and <br />proposed driveways to preserve the trees in the area. <br /> <br />The owner of the home also stated that had he known of the <br />City's policy restricting access to Roanoke Street that he <br />would have situated the house in a different manner. <br /> <br />In 1987, the average daily traffic on Roanoke Street was 85. <br /> <br />Due to the low volume of traffic on Roanoke Street, the <br />addition of the driveway will have very minor impact. <br /> <br /> <br />
