AFSCME GRIEVANCE SETI'LEMENT <br />BY: Kay McAioney, Personnel Coordinator <br /> <br />Background: <br /> <br />On July 31, 1989, the City of Ramsey received an "Official Grievance Form" (attached for your <br />reviewal) from members of the AFSCME union. The grievance was filed in the names of <br />employees Greg Talbot and Mark Boos, both members of the Public Works Department. The <br />grievance stated "a violation of the agreement between AFSCME Council 14 and the City of <br />Ramsey including article 21 (Wages) and Appendix A, number 6, in that the grievants were <br />paid only $13.07 per hour for heavy equipment work between January 1, 1989 and May 15, <br />1989 when they should have received $13.07 plus 3% or an additional .392 cents per hour. <br />Mark Boos worked 112 1/2 hours on heavy equipment and Greg worked 279 hours on heavy <br />equipment for the period in question." The Union is requesting that the City make the grievants <br />whole by paying Mark $43.88 and Grog $108.81. The City of Ramsey denied the request of the <br />union. <br /> <br />Observation: <br /> <br />Upon denial of the City of Ramsey to pay the out-of-class pay grievance, the Union appealed the <br />grievance to the Bureau of Mediation Services. On September 22, 1989, the Union and the <br />Management's Representatives (Bernie Steffen and Kay McAIoney) met with the Mediator, Ken <br />Palmer to attempt to resolve the grievance. <br /> <br />A settlement was reached stating that Greg Talbot and Mark Boos would received the additional <br />pay for time worked out of class between January 1, 1989 and May 15, 1989. It was agreed <br />that the AFSCME, Council 14 and the City would share equally in the settlement amounts <br />indicated, with the City portion being paid by Bernie Steffen. Payments will be made to the <br />grievants by the City of Ramsey upon receipt of $76.35 from Bernie Steffen, $76.34 from <br />^FSCME union, and notice to the appropriate parties of the Ramsey City Council. Both checks <br />from Mr. Steffen and the AFSCME union have been received. <br /> <br /> <br />
