1. WHY HAVE A TRAIL SYSTE~? <br /> <br />Residents want snowmobiles to use designated trails only (some <br />also want horses on designated trails). <br /> <br />Problems with trespass on private property. Informal trails <br />used for years getting split up as development continues. <br /> <br />Concern for children riding/walking to get to parks, other <br />activity centers. <br /> <br />city cannot develop all parks to same level with playing <br />fields, etc. First would not be able to with physical con- <br />straints of parks; second, it would be prohibitively <br />expensive. Thus, want to provide (as far as possible) off <br />road means of getting from homes to parks, other activity <br />centers. <br /> <br />.~ l.[arch, 1987, survey through the Ramsey Resident, the over- <br />wnelming majority of respondents (nearly two times that of any <br />other need) wanted a trail system developed in City. In order <br />of priority, they were: <br /> <br />Ratinq <br /> <br />Bike 176 <br />Pedestrian 143 <br />X-Country skiing 115 <br />Horse 94 <br />Snowmobile 61 <br /> <br />2. HOW IS IT TO BE IMPLEMENTED? <br /> <br />As plats are reviewed, the potential for trails is considered. <br />This is the primary means of obtaining trail R.O.W. <br /> <br />- New developments are more likely to have trail access than <br /> older developments. <br /> <br />As the network fills in, segments may be missing, these <br />segments may be brought into the system by: <br /> <br />- trail easements <br />- dedication by owner <br />- acquisition <br /> <br />The city has not allocated any funds for trail acquisition at <br />this time. <br /> <br />New park dedication ordinance allows combination of land and <br />cash to meet park dedication requirements. May be able to <br />meet a balance on some tracts which will allow construction of <br />trails with development. <br /> <br /> <br />
